Chennai, April 2026 : Tamil Nadu Chief Minister M. K. Stalin on Sunday released a special election manifesto for Chennai district, outlining an ambitious roadmap for urban development under the banner “Chennai Super 6.”
The manifesto includes 20 key announcements spanning six major sectors, with a strong focus on infrastructure, mobility, public amenities, and future-oriented economic growth. The plan aims to address long-standing urban challenges while positioning Chennai as a modern, globally competitive city.
Under the public amenities segment, the government has proposed upgrading facilities in apartments managed by the Tamil Nadu Urban Habitat Development Board. Funding for these improvements will be channelled through Residents’ Welfare Women Associations, ensuring community participation in development.
To tackle water scarcity, the manifesto promises the installation of RO-based purified drinking water systems in areas lacking metro water access. In regions already connected to the metro water network, authorities will ensure regular and reliable supply. The plan also includes the installation of high-intensity streetlights across residential areas to improve safety and visibility.
A key highlight is the proposal to establish a world-class cultural centre dedicated to promoting art, music, and literature, reinforcing Chennai’s identity as a cultural capital.
In a major push for urban mobility, the ruling DMK has pledged to introduce 1,000 new mini buses aimed at improving last-mile connectivity. These buses will link residential neighbourhoods with bus stops, metro stations, and railway hubs, making daily commuting more efficient.
Additionally, an AI-driven traffic management system is planned to ease congestion and optimise traffic flow. The system is expected to reduce travel time by up to 25 per cent, addressing one of the city’s most pressing concerns.
The manifesto also outlines timelines for several major infrastructure projects. More than ten large-scale initiatives, including the Chennai Peripheral Road project connecting Ennore to Poonjeri, are targeted for completion by 2027. Expansion of metro rail services and stormwater drainage works are expected to be completed by 2028, while underground sewerage systems are slated for completion by 2027.
By 2029, the government aims to deliver world-class road infrastructure, featuring wider footpaths, shaded avenues, and accessible public toilets.
Addressing civic issues, the manifesto proposes a humane approach to managing stray dogs through an expanded Animal Birth Control programme. This includes increasing the number of veterinarians and dog catchers and strengthening shelter infrastructure in collaboration with NGOs.
Looking ahead, the government has outlined plans to establish a Global Centre of Excellence in emerging sectors such as artificial intelligence, animation, visual effects, gaming, and immersive technologies. With a proposed investment of Rs 10,000 crore, the initiative is expected to create around 20,000 high-paying jobs.
A complementary “Global Talent Gateway” is also planned to boost skill development, research, and innovation, positioning Chennai as a leading hub for technology and employment in the years to come.
