New Delhi, June 2026 :Acting on the strict directions of Chief Minister Smt. Rekha Gupta, the Delhi Government is enforcing its zero-tolerance policy against illegal construction and encroachment with full rigor. As part of this policy, a large-scale campaign against unauthorized constructions is underway across the Capital. Various agencies are carrying out extensive enforcement measures, including demolition of illegal properties, sealing of premises, and issuance of show-cause notices on a large scale. Chief Minister Rekha Gupta said the government is working under a zero-tolerance policy against unauthorized constructions, encroachments, violations of fire safety norms, and any activity that poses a threat to the lives and property of citizens in the Capital. She said the government is not only taking action but is also developing a permanent mechanism to effectively curb such dangerous and illegal constructions in the future. The Chief Minister also said that the Delhi Government is seriously exploring the possibility of developing a third-party insurance framework for buildings.
CM Rekha Gupta said that the Revenue Department, the Municipal Corporation of Delhi (MCD), the Delhi Development Authority (DDA), and other concerned agencies are conducting extensive enforcement drives across different parts of the city. She said the Revenue Department inspected 124 properties and took action wherever violations were found. Similarly, during the last six days, the MCD carried out demolition action against 94 properties and sealed 114 properties. In addition, the DDA has been directed to further strengthen its enforcement mechanism against encroachments and illegal constructions. The government’s objective is to ensure that no construction, commercial activity, or public-use facility operates in Delhi in a manner that threatens public safety and property.
Third-Party Insurance to Deter Illegal Construction
According to the Chief Minister, the Delhi Government is not limiting itself to enforcement action but is also working in action mode on long-term solutions to the problem. She has directed officials to explore the possibility of developing a third-party insurance system for buildings, guest houses, nursing homes, and other public-use structures that witness large public footfall. Chief Minister Rekha Gupta said insurance companies would provide coverage only if structural safety and all required safety standards are complied with. This would create additional pressure on building owners to adhere to safety regulations and help strengthen public safety. She also said directions have been issued to develop a digital tracking system to make the Fire Department’s response process fully transparent.
Revenue Department Inspection and Action
The Revenue Department of the Delhi Government inspected a total of 124 sites across various districts. According to the department, notices were issued to violators after inspections at 10 sites in North District. Notices were also issued following inspections at 10 sites in East District, 21 in West District, 13 in South-West District, and 10 in Central District (North). During inspections of 30 sites in South District, 11 premises were sealed and show-cause notices were issued in 19 cases. In the North-West District, three unauthorized buildings were demolished for violating building by-laws. Sealing notices were issued in New Delhi District, while closure notices were issued in Central District. In Old Delhi District, a No Objection Certificate (NOC) from the Fire Department was found to be available, but since the building approval plan was not available, the matter was referred to the Municipal Corporation of Delhi for necessary action. No violations were found during inspections in the South-East District.
MCD Takes Strong Action Against 94 Illegal Properties
As part of the ongoing campaign against illegal constructions in the Capital, the Municipal Corporation of Delhi carried out demolition action against 94 properties between June 1 and June 6, while 114 properties were sealed. In addition, 84 show-cause notices were issued in cases of unauthorized construction, sealing notices were sent to 41 properties, and 33 demolition orders were issued. During the drive, the MCD accelerated both legal and physical action against illegal constructions. The department not only removed unauthorized structures but also continued the process of issuing notices and orders to prevent such activities in the future.
DDA to Blacklist Guilty Architects
A high-level meeting chaired by the Vice Chairman (VC) of the Delhi Development Authority (DDA) was held on Friday. The meeting discussed in detail measures to further strengthen the enforcement mechanism for preventing and removing encroachments and unauthorized constructions in areas falling under the DDA’s jurisdiction. Commissioners, Additional Commissioners, and Director-level officers attended the meeting. During the discussion, the status of encroachments on DDA land, unauthorized constructions in development areas, and the existing enforcement system were reviewed.
Following the review, the Vice Chairman directed the Building Department to launch a special drive to identify buildings where large-scale deviations from approved building plans have been found. It was also decided that if serious violations of approved building plans are detected, strict action will be taken as per rules, including removing the concerned architect from the panel and blacklisting them with immediate effect.
The meeting also held detailed discussions on encroachments and unauthorized constructions on DDA land within land pooling areas and development areas notified under the Delhi Development Act, 1957. In this regard, the Vice Chairman directed the DDA’s Flying Squad and Quick Response Teams (QRTs) to intensify the identification and removal of such cases under the existing enforcement framework.
