India–Netherlands Elevate Ties to Strategic Partnership, Unveil Ambitious 5-Year Roadmap for Cooperation

The Hague, May 2026: In a landmark diplomatic development that signals a new phase in India–Netherlands relations, Prime Minister Narendra Modi and his Dutch counterpart Rob Jetten on Saturday elevated bilateral ties to a “Strategic Partnership” following extensive official talks held at the Catshuis, the Dutch Prime Minister’s official residence in The Hague.

The announcement came after wide-ranging discussions between the two leaders, who also adopted an ambitious Roadmap for Strategic Partnership (2026–2030) aimed at deepening cooperation across multiple sectors including trade and investment, defence and security, maritime cooperation, renewable energy, critical technologies, education, and cultural exchange.

The Ministry of External Affairs (MEA) described the development as a “significant milestone” in India–Netherlands relations, reflecting shared democratic values, increasing convergence on global issues, and growing economic and technological collaboration.

Strategic Partnership: A New Era of Bilateral Engagement

The elevation of ties to a Strategic Partnership marks a qualitative shift in India–Netherlands relations, which have steadily expanded over the last decade. Both leaders acknowledged the progress achieved through continuous high-level engagements and growing people-to-people contact.

Prime Minister Modi and Prime Minister Jetten agreed that the new roadmap will serve as a structured framework for long-term cooperation, ensuring time-bound implementation of initiatives and strengthening institutional mechanisms between the two countries.

The roadmap outlines enhanced cooperation in key sectors such as:

  • Defence and security collaboration
  • Trade and investment expansion
  • Maritime and logistics cooperation
  • Green energy transition
  • Emerging technologies like AI and semiconductors
  • Higher education and skill development
  • Water management and agriculture innovation

Shared Values and Global Challenges at the Core

Dutch Prime Minister Rob Jetten, in a series of posts on X, emphasised that in today’s uncertain global environment, partnerships with like-minded nations like India are essential for ensuring stability and prosperity.

He highlighted that India and the Netherlands share a strong commitment to democracy, good governance, and a rules-based international order.

Jetten also drew attention to ongoing global energy disruptions, noting that geopolitical tensions, including developments in the Strait of Hormuz, have led to rising energy prices affecting both countries.

He stressed the need for collective efforts to resolve global conflicts and build sustainable solutions to energy security challenges.

The Dutch Prime Minister also mentioned that discussions included sensitive humanitarian and legal matters, including the case involving the abduction of Insiya to India by her father, underlining the broad and comprehensive nature of bilateral dialogue.

PM Modi Highlights Defence, Space and Maritime Cooperation

Prime Minister Narendra Modi, in his social media posts on X, described the discussions with Prime Minister Jetten as “extensive and forward-looking,” covering a wide spectrum of strategic areas.

He said both sides explored opportunities for deeper cooperation in defence manufacturing, maritime security, and space technology.

“We spoke about the possibility of drawing up an action plan for the defence industry at the earliest. We can also collaborate in sectors such as space travel, maritime systems, and maritime security,” PM Modi stated.

He added that India is keen to expand strategic cooperation with the Netherlands in areas that contribute to regional stability, technological advancement, and global security architecture.

Economic Cooperation: A Pillar of the Relationship

Economic engagement emerged as a central pillar of the discussions between the two leaders. Both sides acknowledged that the India–EU Free Trade Agreement (FTA) holds enormous potential to transform trade and investment flows.

PM Modi emphasised that the FTA, if concluded early, would unlock vast opportunities for businesses, create jobs, and strengthen supply chains across both regions.

He highlighted key areas of economic cooperation including:

  • Fintech and digital payments
  • Artificial Intelligence and machine learning
  • Semiconductors and electronics manufacturing
  • Green hydrogen and renewable energy
  • Critical minerals and supply chain resilience

The Prime Minister also stressed that India’s rapidly growing economy, driven by structural reforms and innovation-led growth, offers strong investment opportunities for Dutch companies.

Netherlands on India Partnership: “A Win-Win Situation”

Prime Minister Rob Jetten, in another post on X, said the India–Netherlands relationship is “in full bloom” and is being elevated to a higher level through the Strategic Partnership agreement.

He said that the partnership is already yielding tangible outcomes and will continue to deepen through joint initiatives across multiple sectors.

Jetten confirmed that both countries will sign several Letters of Intent (LoIs) and agreements covering defence cooperation, innovation, healthcare, water management, and education.

He also highlighted the significance of cooperation between Tata Electronics and ASML in the semiconductor sector, calling it a “major step forward” in strengthening technological collaboration.

According to him, the partnership is a “win-win situation” that benefits both economies and supports global innovation ecosystems.

CEO Roundtable: Strengthening Business Linkages

Earlier in the day, Prime Minister Modi and Prime Minister Jetten jointly participated in a CEO Roundtable in The Hague, bringing together 16 leading Dutch industry leaders.

Executives from sectors including semiconductors, maritime, healthcare, renewable energy, logistics, and technology shared insights on expanding investment opportunities in India.

PM Modi highlighted India’s reform trajectory, focusing on ease of doing business, digital transformation, manufacturing expansion, and infrastructure development.

He invited global companies to invest in India’s growth story and partner with its young, skilled workforce.

The discussions also focused on innovation-led collaboration and the concept of “co-creation for global markets,” with India being seen as a hub for talent and scalable solutions.

Semiconductor Breakthrough: Tata–ASML Partnership

A key highlight of the visit was the signing of a Memorandum of Understanding (MoU) between Tata Electronics and Dutch semiconductor giant ASML.

Both Prime Ministers witnessed the signing of the agreement, which will support the development of India’s semiconductor ecosystem, including the establishment of advanced manufacturing facilities in Dholera, Gujarat.

PM Modi described the agreement as a “game-changing milestone” that will accelerate India’s efforts to become a global semiconductor hub.

He said the collaboration will not only strengthen supply chain resilience but also generate high-skilled employment opportunities for Indian youth.

Water, Agriculture, and Health Cooperation (WAH)

The MEA statement highlighted that both countries agreed to further intensify cooperation under the Water, Agriculture, and Health (WAH) framework.

The Netherlands, known for its global expertise in water management and flood control systems, will collaborate with India on large-scale water infrastructure projects.

Both sides also discussed expanding cooperation in:

  • Digital health systems
  • Agricultural productivity and sustainability
  • Food safety and supply chains
  • Healthcare research and innovation

These areas are expected to play a critical role in improving public service delivery and climate resilience.

Renewable Energy and Green Transition

Energy transition and sustainability formed another major pillar of discussions.

Both leaders committed to strengthening cooperation in:

  • Maritime logistics sustainability

They agreed that joint efforts in clean energy would contribute significantly to global climate goals and energy security.

Education, Innovation, and Youth Engagement

India and the Netherlands also agreed to strengthen cooperation in higher education and innovation ecosystems.

A key development was the agreement between Nalanda University and the University of Groningen, which will enhance academic exchange and research collaboration.

Both leaders encouraged student exchanges, joint research programmes, and startup collaborations.

They also supported the idea of conducting hackathons involving youth from both countries to promote innovation in emerging technologies.

Cultural Heritage and Historical Cooperation

Cultural ties between India and the Netherlands were also highlighted during the talks.

Prime Minister Modi thanked the Dutch government for facilitating the return of 11th-century Chola copper plates to India, describing it as an important step in preserving India’s heritage.

He also welcomed cooperation between Leiden University Library and the Archaeological Survey of India (ASI), which will help advance research on India’s historical artefacts.

Agreements and Future Roadmap

Following the official talks, India and the Netherlands signed 14 agreements and Memoranda of Understanding covering multiple sectors including:

  • Trade and investment
  • Defence cooperation
  • Green energy
  • Education and mobility
  • Healthcare and WAH initiatives
  • Cultural exchange and innovation

A Joint Statement and the Roadmap for Strategic Partnership were formally adopted, setting the direction for bilateral engagement over the next five years.

Prime Minister Modi invited Prime Minister Rob Jetten to visit India, an invitation that was warmly accepted.

Both leaders reaffirmed that India and the Netherlands share a strong, forward-looking relationship grounded in democratic values, mutual trust, and shared aspirations for global peace and prosperity.
