‘Mobile Outreach Teams’ for Rehabilitation of Street and Neglected Children – Minister Aditi Tatkare

Mumbai, May 2026 : Women and Child Development Minister Aditi Tatkare has directed officials to invite proposals for implementing the “Mobile Outreach Team” scheme across 31 municipal corporations in 22 districts, based on the success of a pilot project earlier implemented in six districts for the rehabilitation of street children, orphans, single and neglected children.

The decision was taken during a meeting held at Mantralaya regarding the Mobile Outreach Team scheme. Concerned officials were present at the meeting.

Under this initiative, mobile vehicles are used to provide street children with nutritious food, healthcare services, education and recreational facilities. The scheme also includes Aadhaar registration, counselling, psychological support and awareness programmes for parents regarding the importance of education. Special efforts are being made to bring street children into the mainstream education system.

Earlier, the project was implemented in six districts — Nashik, Pune, Mumbai City, Mumbai Suburban, Thane and Nagpur. Through the initiative, a total of 3,803 children have so far been provided educational, healthcare, recreational and nutritional support, helping them join the mainstream education system successfully.

Among them, Pune district recorded the highest number with 1,679 children, followed by Mumbai City with 810, Thane with 750, Nashik with 285 and Nagpur with 279 children.

The government has now proposed implementation of 31 mobile outreach teams covering 28 municipal corporation areas along with Mumbai City, Eastern Suburbs and Western Suburbs.

Minister Aditi Tatkare said that non-governmental organisations applying for the scheme must be registered under the Mumbai Public Trusts Act and submit registration details on the funding portal, audited reports for the previous three years, and copies of the organisation’s constitution and regulations.

She further stated that vehicles deployed for the mobile outreach teams will be required to install CCTV cameras and tracking systems, and the mechanism will function in coordination with the concerned police department.

The participating organisations will also be required to inform the Child Welfare Committee, Child Rights Commission and local police administration about their operational areas.

Fresh applications will be invited from organisations, and instructions have been issued to complete the entire process expeditiously.

A provision has also been made to terminate the contract of any organisation found violating the rules and appoint an alternative agency in its place.
