Launch Sugam Parivahan Seva Yojana Soon to Ensure Convenient Public Transport for Citizens : Chief Minister Dr. Yadav

Chief Minister Dr. Mohan Yadav has stated that the ‘Mukhyamantri Sugam Parivahan Seva’ should be launched soon to provide institutional public transport facilities to citizens across the state. Chief Minister Dr. Yadav chaired a review meeting of the Transport Department at the Mantralaya on Thursday. It was informed during the meeting that a State Road Safety Secretariat is being constituted in Madhya Pradesh. Transport and School Education Minister Shri Uday Pratap Singh was also present in the meeting.

Chief Minister Dr. Yadav said that providing safe, convenient and accessible transport facilities to common citizens is the government’s responsibility.  He said that an efficient public transport system is not only a means of easy travel but also the lifeline of the state’s social and economic development. He directed that Inter-state transport check-posts and toll plazas should be modernised and equipped with improved facilities. Efforts should also be made to integrate transport check-posts at the earliest.

Chief Minister Dr. Yadav directed that the ‘Rahveer’ Yojana should be widely publicised. He also instructed that the shortage of human resources in the Transport Department be addressed through a special recruitment drive. The Chief Minister further said that accident-prone zones in the state should be mapped so that medical services can be provided to that in need at the earliest. Chief Minister Dr. Yadav directed that ambulance services operated by various departments be brought onto a single platform so that the nearest ambulance can automatically reach accident sites in less than 30 minutes.

Madhya Pradesh State Road Safety Secretariat to be Constituted

Transport Secretary Shri Manish Singh informed that Madhya Pradesh ranks first in the country in implementation of the PM Rahat Yojana and Rahveer Yojana being executed by the department. Under the PM Rahat Yojana, district nodal officers have been onboarded in all 55 districts of the state. Out of a total of 2,298 cases under the scheme, 1,692 cases have been approved. Under the Rahveer Yojana, 109 applications have been received, out of which 49 cases have been approved. Balaghat district has performed exceptionally well in implementation of the Rahveer Yojana.

It was informed in the meeting that during the recent meeting of the Supreme Court Committee on Road Safety (SCCoRS) held in Madhya Pradesh, the committee’s Chairperson and members highly appreciated the state government’s initiatives for extensive publicity and successful implementation of both schemes. Following the recommendation of the committee, a separate ‘Madhya Pradesh State Road Safety Secretariat’ is also being established to ensure road safety in the state.

Transport Secretary Shri Singh informed that against the revenue target of Rs 4,400 crore for the financial year 2025-26, the department generated revenue income of Rs 4,911.78 crore, achieving 111.6 per cent of the target. For the current financial year 2026-27, a revenue target of around Rs 5,721 crore has been set. He further informed that the Transport Department is currently providing 51 types of faceless services in the state. This has not only freed citizens from middlemen but has also ensured transparent service delivery. Chief Minister Dr. Yadav congratulated the departmental minister, officers, and field staff for these achievements.

Chief Minister Sugam Parivahan Seva Yojana

Chief Minister Dr. Yadav also reviewed the latest progress of the state government’s ‘Mukhyamantri Sugam Parivahan Seva Yojana’, aimed at expanding rural transport connectivity, ensuring women’s safety, and providing institutional public transport facilities to citizens. He directed that the scheme should be launched on the ground at the earliest.

Transport Secretary Shri Singh informed that procedural work to implement the scheme is progressing rapidly. The scheme will be implemented in two phases. For this purpose, seven regions have been established in the state: Indore, Ujjain, Bhopal (including Narmadapuram), Jabalpur, Sagar, Gwalior (including Chambal) and Rewa (including Shahdol). He informed that the departmental notification approving extended bus routes from the regional headquarters to suburban areas under the first phase has already been issued. Notifications for extended routes in other regions will also be issued soon.

Under the first phase of the scheme, around 5,206 buses will be operated on 1,164 routes across the state over the next two years. An efficient and intelligent transport management system is also being established for smooth monitoring of all these buses.

In the first phase, 608 buses will operate on 121 routes in the Indore region, 371 buses on 120 routes in the Ujjain region, 398 buses on 104 routes in the Bhopal region, 309 buses on 83 routes in the Jabalpur region, 344 buses on 92 routes in the Sagar region, 298 buses on 65 routes in the Gwalior region, and 184 buses on 35 routes in the Rewa region. All buses operated under the scheme will have a uniform colour for consistency and easy identification.

Transport Secretary Shri Singh informed that to simplify the issuance of driving licences and registration certificates, the department has been providing these documents in digital format since October 1, 2024. Arrangements are also being made to implement an e-detection system in the state, and work on the system is currently in progress. Under this system, cameras installed at identified locations will automatically scan vehicle number plates. The scanned vehicle details will then be automatically verified through the vehicle portal, and the information will be sent online directly.

Chief Secretary Shri Anurag Jain, Additional Chief Secretary to the Chief Minister Shri Neeraj Mandloi, Additional Chief Secretary Finance Shri Manish Rastogi, Transport Commissioner Shri Umesh Joga, and other senior departmental officials were also present in the meeting.
