Mizoram: Political Uncertainty Deepens In CADC After BJP Withdraws From Alliance Committee.

Kamala Nagar; May 2026: Fresh political uncertainty has emerged in the Chakma Autonomous District Council (CADC) following the withdrawal of Bharatiya Janata Party (BJP) MDCs from the proposed BJP–Zoram People’s Movement (ZPM) alliance committee ahead of the expiry of the council’s suspension period.

The Chakma Autonomous District Council, headquartered in Kamala Nagar, has remained under suspension for two consecutive terms of six months each, totalling one year, following prolonged political instability within the council. The suspension was imposed by the Governor of Mizoram, and the current term is scheduled to expire on July 7, 2026.

With the end of the suspension period approaching, political activities and alliance discussions had intensified over the possible formation of a new government in the council.

Over the past several weeks, multiple rounds of meetings and discussions were reportedly held between members of the Bharatiya Janata Party (BJP) and the Zoram People’s Movement (ZPM), including a key meeting in Aizawl regarding the proposed formation of a new CADC administration. MDCs from both parties were said to have maintained close coordination over the alliance formula and future governance structure.

However, the political scenario took a dramatic turn after BJP MDCs officially announced their withdrawal from the ZPM–BJP MDCs Government Formation Committee.

The decision was conveyed through an official letter dated May 24th issued by Mohan Chakma, BJP Legislature Leader in CADC. In the letter, Mohan Chakma stated that the withdrawal decision had been taken after careful consideration of the prevailing political circumstances and in the interest of the party’s organisational principles and stand.

He further informed that he was withdrawing from all activities, deliberations and responsibilities associated with the committee in his capacity as BJP Legislature Leader in the council. The letter also requested the concerned authority to formally acknowledge the withdrawal and take necessary action accordingly.

The latest development has triggered intense political discussions across the Chakma Autonomous District Council area, with many political observers viewing it as the beginning of another major political contest ahead of the restoration of the council.

Political analysts believe the withdrawal could significantly impact ongoing negotiations for government formation and may lead to fresh realignments among elected members in the coming weeks. However, no official statement has yet been issued by the Zoram People’s Movement regarding the BJP’s withdrawal from the alliance committee.

Earlier, this month on the 07th – a constructive discussion was held between the representatives of BJP, CADC and ZPM, CADC regarding the ongoing financial crisis arising out of the non-sanction of the salary deficit amount of Rs. 6377.79 Lakhs for the period from November, 2025 to March, 2026 for CADC employees.

The discussion was led by the heads of both parties, Durjya Dhan Chakma, President BJP, CADC and Kali Kumar Tongchangya, President ZPM, CADC along with their MDC colleagues. The leaders discussed at length various possible measures to address the issue and expressed serious concern for the welfare of the employees.

During the discussion, it was observed that the deficit did not arise solely due to excess appointments, but also because of inadequate funding and structural imbalances on the part of the Government of Mizoram. It was pointed out that the inter-se horizontal devolution among the three ADCs for the period 2021–2026, as recommended by the 2nd State Finance Commission, was not properly maintained in respect of CADC’s share. As per the recommendation, the distribution ratio is CADC – 25.04%, LADC – 41.96% and MADC – 33.01%.

It was further observed that during the period 2021–2026, CADC has not received its due share amounting to Rs. 2092.62 Lakhs from the State Government as per the criteria recommended by the 2nd State Finance Commission, which has significantly contributed to the present financial crisis. Additionally, no fund was provided to the three ADCs of Mizoram under the Revised Estimate (R.E.) for two consecutive financial years, namely 2024–2025 and 2025–2026.

The discussion also highlighted that the revised salaries and allowances of the CEM, Chairman, EMs, Portfolio Holders, MDCs, Ex-MDCs and Family Pensioners were neither sanctioned as additional funds nor incorporated in the budget. Moreover, administrative expenditures such as annual increments of regular employees, hike in Dearness Allowance (DA), expenditure on Death Gratuity and Pension Gratuity were also identified as contributing factors to the financial crisis in CADC.

Therefore, both party leaders jointly observed that the deficit amount of Rs. 6377.79 Lakhs would be required as a one-time assistance from the State or Central Government to help CADC overcome the ongoing financial crisis. It was further observed that if the said amount is sanctioned, there would be adequate funds available for the disbursement of salaries to all CADC employees under the current financial budget.

For the information of all concerned, it was also clarified regarding the existing staff strength of the three ADCs of Mizoram in view of the perception of over-recruitment in CADC. Contrary to such perception, CADC has the lowest number of staff strength (1429) compared to MADC (1789) and LADC (1927), as per the Employment Data 2025–2026.

Therefore, the present deficit is not due to excess recruitment, but rather due to inadequate funding and structural imbalances faced by CADC from the Government of Mizoram.

Both party leaders mutually agreed to pursue the matter with the Government of Mizoram and to make the concerned authorities understand the genuine financial difficulties faced by CADC, while jointly exploring all possible measures for an early resolution of the crisis.
