Review Meeting of SC, ST, Minority and Backward Class Welfare Department Held Under Chief Minister Hemant Soren

June 2026 : A review meeting of the Scheduled Tribe, Scheduled Caste, Minority and Backward Class Welfare Department was held under the chairmanship of Chief Minister Hemant Soren. The meeting reviewed in detail the latest progress of various welfare schemes, programmes, and initiatives being implemented by the department.

Detailed Review of Welfare Schemes and Programmes

At the meeting held at the Jharkhand Ministry in Ranchi, departmental officials briefed the Chief Minister on the current status of scheme implementation, key achievements, challenges, and future action plans. The Chief Minister directed officials to ensure transparent, time-bound, and target-oriented implementation of all welfare schemes so that benefits reach every eligible person, especially those at the last mile.

He stressed strengthening inter-departmental coordination, regular monitoring, and maintaining quality at the grassroots level.

Review of Major Welfare Schemes

A detailed review was conducted of:

  • The functioning and effectiveness of the e-Kalyan Portal
  • Pre-Matric and Post-Matric Scholarship Schemes
  • The Marang Gomke Overseas Scholarship Scheme for higher education abroad
  • The Bicycle Distribution Scheme
  • The Chief Minister Employment Generation Scheme
  • The Examination Fee Reimbursement Scheme

Discussions also covered beneficiary numbers, implementation challenges, and measures to improve delivery.

Special Focus on Chief Minister Employment Generation Scheme

Chief Minister Hemant Soren interacted directly with beneficiaries through video conferencing. He sought information regarding:

  • Loans received under the scheme
  • Businesses being operated
  • Income generated
  • Employment opportunities created
  • Experiences with banking procedures

Beneficiaries expressed satisfaction, stating that the scheme had become an effective means of achieving self-reliance. Many reported that they had not only strengthened their livelihoods but had also created employment opportunities for others.

The Chief Minister directed officials to:

  • Ensure speedy disposal of pending applications.
  • Strengthen regular training programmes for beneficiaries.
  • Establish a call centre to maintain continuous interaction and obtain feedback from beneficiaries.
  • Regularly monitor beneficiary issues and provide guidance and assistance when required.

Review of Minority Residential Schools, Eklavya Schools and Tribal Hostels

The Chief Minister reviewed the status of minority residential schools built in Garhwa, Deoghar, and Sahibganj districts. He sought details regarding educational resources, infrastructure, enrolment, and management systems and directed that these institutions be operated with high quality standards.

He also reviewed the progress of approved and operational Eklavya Model Residential Schools and instructed officials to ensure:

  • Availability of teachers
  • Residential facilities
  • Quality food
  • Cleanliness
  • Safety and security
  • Other essential amenities

While reviewing under-construction hostels and tribal hostels, he directed that clean drinking water, electricity, sanitation, healthcare facilities, security arrangements, and nutritious food be ensured.

The Chief Minister also instructed officials to expedite the transfer of students from NGO-run Ashram schools and other institutions to Chief Minister Excellence Schools. Through video conferencing, he interacted with school principals and reviewed management, infrastructure, and operational arrangements.

Awareness Programmes on SIR and Census

The Chief Minister directed that special programmes be conducted in schools to create awareness among students about Special Intensive Revision (SIR) and the Census.

He said students could act as information carriers within society and help spread awareness among their families and communities. Workshops, awareness sessions, and special campaigns should be organized at the school level.

Directions for an E-Cycle Distribution Plan

While reviewing the Bicycle Distribution Scheme, the Chief Minister directed officials to prepare a coordinated and practical plan to provide e-cycles to students instead of conventional bicycles, considering present-day requirements.

He emphasized coordination among the Welfare Department, School Education and Literacy Department, and Industries Department.

He noted that students living in remote, rural, and difficult areas often face challenges in reaching schools. Providing e-cycles would improve access to education and help ensure regular attendance. Officials were directed to ensure timely delivery of benefits to eligible students.

Making Skill Development Programmes More Effective

Reviewing skill development initiatives, the Chief Minister directed that programmes be redesigned according to local needs, available resources, and employment opportunities.

He stressed that training should be:

  • Practical
  • Result-oriented
  • Market-driven

Region-specific skill development modules should be prepared based on the geographical and economic conditions of different areas. He also directed officials to establish stronger linkages with industries, local enterprises, and service sectors so that trainees can secure employment or self-employment opportunities immediately after training.

Help Desks in District Hospitals

During the review of hospitals run by the Welfare Department, the Chief Minister directed that special help desks be established in RIMS and all district hospitals for Scheduled Tribe and Scheduled Caste patients.

Trained personnel from the concerned communities should be deployed at these help desks to assist patients with:

  • Registration
  • Consultation
  • Medical examinations
  • Treatment procedures

He said this initiative would make healthcare services more accessible to deprived and needy sections.

Review of Minority and Traditional Community Infrastructure Projects

The Chief Minister reviewed various development schemes related to minority communities and traditional community institutions and directed officials to accelerate graveyard boundary wall construction works so that necessary facilities could be provided to the concerned communities on time.

He also reviewed the progress of construction works related to:

  • Majhi buildings
  • Pargana buildings
  • Padha buildings
  • Manki-Munda buildings
  • Dhumkuria buildings

Officials were instructed to complete these projects on a priority basis. The Chief Minister said these structures play an important role in strengthening traditional social and cultural systems.
