CM Hemant Soren Reviews Transport and Revenue Departments, Pushes Land Digitisation and Road Safety Reforms

Ranchi, June 2026 : A high-level review meeting of the Transport Department and the Revenue, Registration and Land Reforms Department was held at the Jharkhand Secretariat under the chairmanship of Chief Minister Hemant Soren. The meeting focused on departmental functioning, progress of key schemes, and pending matters.

Comprehensive Digitisation of Land Records

The Chief Minister directed officials to undertake large-scale, phased digitisation of land records across the state. He said the initiative would enable citizens to access complete and updated information about land before purchasing it, including whether the land is under acquisition, already acquired, or free from any government claims.

He noted that the move would provide transparent and reliable information to farmers and the public, significantly reducing disputes and uncertainties related to land transactions. He also instructed that all important land records be digitised and integrated into a single portal to eliminate information gaps and inconsistencies.

The Chief Minister further stressed strengthening the time-bound and transparent transfer of acquired land to concerned departments or user agencies. Improved coordination among departments through digitisation would accelerate project implementation and simplify land-related administrative processes.

Simplification of Khas Mahal Lease Procedures

Hemant Soren directed officials to simplify and make more transparent the procedures for renewal, transfer and change of land use of Khas Mahal lands. He said existing complexities often create unnecessary difficulties for citizens.

He emphasised standardising all procedures and integrating them with an online, tracking-based system to enable easy monitoring of applications. The Chief Minister also ordered a comprehensive survey and mapping of all Khas Mahal leaseholders and re-verification of lease documents to identify discrepancies, fraud or record-related errors. According to him, this exercise would strengthen and enhance the reliability of land management in the future.

Driving Licence Camps at Panchayat Level

Reviewing the Transport Department, the Chief Minister instructed officials to organise driving licence camps at the panchayat level to improve access for rural residents.

He also stressed district-wise mapping, route chart preparation and development of a stronger road network under the Chief Minister Gram Gadi Yojana to ensure effective implementation of the scheme.

Focus on Road Safety

The Chief Minister reviewed the Traffic Park being developed in Ranchi Smart City and said it would play a crucial role in creating awareness about traffic rules, road signs and road safety, especially among children and youth.

He also reviewed the progress of the Institute of Driver Training and Research (IDTR) being established in Jamshedpur and directed officials to make it fully operational within the stipulated timeframe. The institute is expected to improve the availability of professionally trained drivers and enhance road safety.

Similarly, he reviewed the Vehicle Inspection and Certification Centre being developed in Dhanbad and instructed that it be equipped with modern technologies to ensure transparent, accurate and standardised vehicle fitness testing.

Review of Safety Schemes

The Chief Minister assessed the functioning of the State Road Safety Council and District Road Safety Committees, directing them to play a more active role in preventing road accidents. He stressed awareness campaigns, identification and rectification of accident-prone black spots, and strict enforcement of traffic regulations.

Reviewing the Good Samaritan Scheme and the Hit-and-Run Compensation Scheme, he said providing immediate assistance and relief to accident victims remains a top priority of the state government. He directed officials to widely publicise these schemes.

Officials informed the Chief Minister that work is underway to launch the “Guruji Emergency Service – 1944”. Soren instructed that the initiative be implemented at the earliest, stating that it would be a significant step toward providing prompt assistance during emergencies.

Vehicle Disposal System

The Chief Minister also reviewed vehicle testing and scrapping arrangements. He directed officials to develop a scrap-disposal model for unused vehicles parked in government premises to generate revenue. He called for categorisation of vehicles, assessment of departmental vehicle utility and preparation of an auction plan. He also instructed officials to devise a legal strategy for disposing of damaged and police case-related vehicles to ensure cleaner police station premises.

The meeting was attended by Departmental Minister Deepak Birua, Chief Secretary Avinash Kumar, Development Commissioner Ajay Kumar Singh, departmental secretaries and other senior officials.
