Senior Officers Must Remain Vigilant to Strengthen Law and Order : Chief Minister Dr. Yadav

Investigation Allowance under Consideration for Crime Investigation Officers

Chief Minister Dr. Mohan Yadav has said that the State Government will provide the necessary resources to strengthen policing systems and enable the police force to effectively address emerging challenges. He stated that the government is seriously considering introducing an Investigation Allowance for officers responsible for criminal investigations. A study of similar provisions in other states has already been undertaken.

The proposed allowance takes into account the additional responsibilities and incidental expenses associated with crime investigations, including prompt visits to crime scenes, security arrangements, evidence collection, transportation and logistical support for accused persons, witnesses and victims, photography and videography, digital evidence collection and expenses related to judicial proceedings.

Chief Minister Dr. Yadav, reviewing the Home Department at the Secretariat,  directed that officers at all levels—from senior leadership to constabulary ranks—must remain alert and proactive to ensure a robust law-and-order environment across the state.

Chief Minister Dr. Yadav directed the Home Department to accord top priority to engaging IT consultants to effectively address the growing challenge of cybercrime. The meeting also reviewed preparations for Simhastha 2028, including crowd management, law and order, VIP security, traffic regulation and disaster management requirements. He emphasised that control rooms and related facilities developed for Simhastha should be designed as permanent infrastructure with long-term utility. The Chief Minister, noting Ujjain’s significance as a major religious centre with the Shri Mahakaleshwar Temple and several other sacred sites, directed that all arrangements should be developed as enduring civic assets rather than temporary facilities.

Chief Minister Dr. Yadav congratulated senior officers and police personnel for their vigilant and efficient handling of law-and-order situations during Basant Panchami celebrations and the recent Bhojshala-related developments. He also appreciated the police department’s innovations and achievements, including efforts to make Madhya Pradesh Naxal-free, train disaster management volunteers, reduce road accidents, ensure smoother transportation through inter-departmental coordination, strengthen fire services, facilitate air ambulance operations and enhance soldiers’ welfare initiatives. The Chief Minister directed strict enforcement of restrictions on open meat sales and the regulation of high-volume loudspeakers, emphasising the need for continued vigilance to ensure effective compliance with these measures.

Chief Secretary Shri Anurag Jain joined the meeting virtually. Additional Chief Secretary to the Chief Minister Shri Neeraj Mandloi, Additional Chief Secretary (Home) Shri Sanjay Kumar Shukla, Additional Chief Secretary (Finance) Shri Manish Rastogi, Director General of Police Shri Kailash Makwana, ADG Shri A. Sai Manohar and other senior officials were present.

The meeting also reviewed the initiative to establish the Madhya Pradesh Police Selection and Recruitment Board. Discussions were held on engaging specialists through the State Cyber Cell for advanced analysis of cybercrime, social media-based offences and the increasing misuse of Artificial Intelligence (AI) in criminal activities. Other issues deliberated upon included strengthening the Counter-Terrorist Group, expanding force strength, enhancing the capacities of ATS, STF, Hawk Force and other specialised units through a state-level advanced training institute, operationalising district-level Scene of Crime Mobile Units, granting special allowances to personnel deployed on VVIP duties and launching an AI-enabled ‘Safeguard MP’ system to enhance the safety of senior citizens, vulnerable individuals and women.

Major Directions Issued by Chief Minister Dr. Yadav

  • Senior officers must remain vigilant to ensure a strong law-and-order situation across the state.
  • Prevent incidents of harassment near educational institutions and remain highly sensitive to women’s safety.
  • Ensure strict protection of cattle and take firm action against violators.
  • Intensify action against land mafias and ensure the attachment of properties belonging to criminals. Maintain close surveillance on organised criminal networks and strengthen intelligence-gathering mechanisms.
  • Expand the use of e-challan systems, e-evidence mechanisms and information technology to improve crime prevention and investigation, positioning Madhya Pradesh as a leader in this field.
  • Support the State Government’s initiative to provide helmets to farmers who travel daily to markets carrying milk, vegetables and other agricultural produce. Continue awareness campaigns promoting helmet use to reduce road accidents.
  • Facilitate affordable housing solutions for police personnel through police housing projects, housing board initiatives and alternative arrangements.
  • Encourage and reward outstanding performers within the department.
  • Continue anti-drug campaigns across the state, with a special focus on protecting youth from substance abuse.
  • Develop comprehensive arrangements for security, parking, transportation and crowd management for Simhastha 2028.

  • The Ministry of Defence has appreciated Madhya Pradesh’s work in the field of soldiers’ welfare.
  • The Directorate of Estates is implementing an online allotment system for government residential accommodation.
  • Continuous capacity-building and training programmes are being conducted in disaster management.
