Parliament Paralysed for Second Day as Opposition Protests Over NEET Leak, Student Crackdown

New Delhi, July 2026 : Parliament remained deadlocked for the second consecutive day of the Monsoon Session on Tuesday as sustained protests by Opposition members over the alleged NEET paper leak, police action against student demonstrators in the national capital, and allegations of theft of donations meant for the Ram Temple repeatedly disrupted proceedings in both the Lok Sabha and the Rajya Sabha.

The persistent disruptions resulted in multiple adjournments throughout the day, leaving both Houses unable to conduct scheduled legislative business. While ministers succeeded in tabling a few official papers, debates, Question Hour, and other key proceedings were largely washed out.

In the Lok Sabha, Opposition MPs began raising slogans immediately after the House assembled for Question Hour, demanding an urgent discussion on the alleged irregularities in the NEET examination and the police action against students protesting in Delhi. They insisted that the issues, which they described as directly affecting the country’s youth, deserved immediate attention from Parliament.

Speaker Om Birla appealed for order and assured members that they would be given an opportunity to raise their concerns in accordance with parliamentary rules and procedures. However, the Opposition continued its protests, forcing the Speaker to adjourn the House twice before ultimately calling off proceedings for the day at 2 p.m. Despite the repeated interruptions, the government managed to complete the formal laying of official parliamentary documents.

The Rajya Sabha witnessed similar scenes. Soon after the House convened, Leader of the Opposition Mallikarjun Kharge attempted to raise the issue of the alleged police crackdown on student protesters. His remarks triggered loud protests from members of the treasury benches, leading to counter-sloganeering that made normal proceedings impossible.

Chairman C. P. Radhakrishnan initially adjourned the Upper House within minutes. When the House reassembled at noon and again after lunch, the protests continued unabated. Deputy Chairman Harivansh repeatedly appealed to members to allow business to continue, but with neither side willing to relent, he adjourned the House for the remainder of the day.

Earlier in the day, a delegation of Opposition MPs from both Houses, led by Lok Sabha Leader of the Opposition Rahul Gandhi, met Speaker Om Birla seeking a dedicated discussion on the alleged police action against students protesting over the NEET controversy. The delegation argued that Parliament must address issues concerning students and youth, especially allegations surrounding examination integrity and the handling of peaceful demonstrations.

Speaking to reporters after the meeting, Rahul Gandhi said Parliament should debate matters affecting millions of students across the country. He accused the government of avoiding accountability over the examination controversy and claimed that the Speaker had indicated that such a discussion would require the government’s approval before being taken up in the House.

Ahead of the day’s proceedings, leaders of the INDIA bloc held a strategy meeting in the chamber of Rajya Sabha Leader of the Opposition Mallikarjun Kharge to coordinate their approach for the session. The meeting was attended by several senior Opposition leaders, including Sonia Gandhi, Rahul Gandhi, Jairam Ramesh, K.C. Venugopal, Supriya Sule, Sanjay Raut, Dharmendra Yadav, Mahua Maji, John Brittas and P. Santhosh Kumar.

With repeated adjournments in both Houses, the legislative agenda remained stalled for another day, reflecting the sharp political confrontation between the Opposition and the government as the Monsoon Session continues. The continuing impasse raises concerns over the smooth functioning of Parliament, with both sides showing little sign of backing down from their respective positions.
