Government to Introduce Tougher Anti-Paper Leak Bill in Parliament

New Delhi, July 2026 : The Central government is set to introduce the Public Examinations (Prevention of Unfair Means) Amendment Bill, 2026 in Parliament on Monday, marking a significant step towards strengthening the legal framework against examination paper leaks and recruitment-related malpractices. The proposed legislation aims to safeguard the integrity of public examinations through stricter punishments, faster trials, and enhanced accountability.

Union Minister Dr. Jitendra Singh will introduce the Bill, which seeks to amend the Public Examinations (Prevention of Unfair Means) Act, 2024. An official notification regarding its introduction has already been issued as part of the government’s legislative agenda.

The proposed amendments are designed to reinforce transparency and fairness in the conduct of competitive examinations while ensuring that students are protected from the consequences of organised cheating and paper leak rackets. Among the major provisions are stringent penalties, including imprisonment of up to 10 years, fines of up to ₹10 crore, confiscation of assets of those found guilty, and a legal mechanism requiring courts to deliver verdicts within three months.

The move follows the Union Cabinet’s approval of the amendment and related measures aimed at establishing fast-track courts to handle examination fraud cases. According to official sources, the dedicated courts will be mandated to complete investigations, conduct trials, and pronounce judgments within a fixed three-month timeframe, ensuring swift justice for students affected by examination irregularities.

The proposed legislation comes shortly after Prime Minister Narendra Modi announced that the government would introduce a comprehensive law to crack down on paper leaks and organised examination fraud. The Prime Minister had stated that the new framework would include stricter legal provisions and severe punishment for those involved in compromising the credibility of public examinations.

In a video message shared on his official X account, the Prime Minister highlighted the emotional and academic distress caused by paper leaks, describing them as a serious threat to the aspirations of millions of students and their families. He also noted that over the past two-and-a-half months, the government had intensified its crackdown on examination-related crimes, resulting in the arrest and imprisonment of several individuals allegedly involved in paper leak networks.

The Prime Minister further stressed that the government remains committed to protecting the interests of students by ensuring transparent and fair examinations. He pointed out that despite recent challenges, the Centre mobilised all available resources to successfully conduct examinations for nearly 22 lakh candidates without disruption.

The introduction of the amendment Bill reflects the government’s broader effort to restore confidence in India’s examination system. With stricter punishments, time-bound trials, and stronger enforcement mechanisms, the legislation aims to deter organised malpractice and ensure that recruitment and entrance examinations are conducted in a transparent, fair, and merit-based manner.
