Ukraine Seeks to Ease Tensions with Iran After Deadly Caspian Sea Incident

Kyiv, July 2026 : Ukraine’s Acting Foreign Minister Andrii Sybiha has held a telephone conversation with his Iranian counterpart, Seyed Abbas Araghchi, seeking to defuse tensions after Iran accused Ukraine of attacking an Iranian commercial vessel in the Caspian Sea, an incident that left one sailor dead and several others injured.

In a post on social media platform X, Sybiha described the discussion as a “frank conversation” and reiterated that Ukraine had no intention of escalating the situation.

“Our goal is to avoid unnecessary escalation,” Sybiha wrote, stressing that diplomacy remains essential even during periods of heightened tensions.

The diplomatic outreach followed Iran’s allegations that a Ukrainian strike on Saturday targeted one of its commercial ships operating in the Caspian Sea. According to Iranian authorities, the attack caused a powerful explosion aboard the vessel, resulting in the death of one sailor.

Iran’s semi-official Mehr News Agency later reported that three other crew members were also injured in the incident.

During the conversation, Sybiha told Araghchi that Ukraine’s military operations are directed solely at defending its national sovereignty and are not intended to target civilian vessels or non-combatants.

“I reiterated that all of Ukraine’s actions are aimed exclusively at defending our country and were never intended to target civilian ships or civilians,” Sybiha said, referring specifically to the incident involving the Iranian vessel.

He also urged all parties to avoid actions that could further increase regional tensions.

“I emphasised the necessity to refrain from any escalatory steps,” the Ukrainian minister added.

Iranian Foreign Minister Seyed Abbas Araghchi later confirmed the phone call, stating that Sybiha had assured him the attack was “unintentional” and that Ukraine was not seeking confrontation with Iran.

In his own post on X, Araghchi said Iran also wished to prevent further escalation but made it clear that attacks on Iranian citizens or national interests were unacceptable.

“Iran does not seek escalation either, but any attack on our citizens or interests is unacceptable. There must be restitution for the losses,” Araghchi said.

The Iranian Foreign Ministry had strongly condemned the attack shortly after it occurred, accusing Ukraine of targeting a civilian commercial vessel in the Caspian Sea and demanding accountability.

The diplomatic exchange comes after Ukrainian President Volodymyr Zelensky announced on Saturday that Ukrainian forces had struck a Russian warship as well as vessels allegedly being used to transport Iran-linked military cargo in the Caspian Sea.

The incident has added a new dimension to the ongoing regional tensions surrounding the Russia-Ukraine conflict, with both Kyiv and Tehran now attempting to prevent the episode from triggering a broader diplomatic or military confrontation. Despite their differing narratives over the incident, both governments have publicly indicated a willingness to continue dialogue and avoid further escalation.
