Nodal Officers Should Diligently Fulfill Their Responsibilities: Election Expenditure Observer Ramanathan R.

Election Expenditure Observer Reviews the Assembly Election Preparations

Dhule : To ensure that the election process across all five Assembly constituencies in Dhule District is conducted in a fearless, free, and transparent environment, all nodal officers must fulfill their assigned responsibilities diligently, instructed Ramanathan R., the Election Expenditure Observer for the five Assembly constituencies.

The Election Commission of India has appointed Ramanathan R. as the Election Expenditure Observer for all five Assembly constituencies in Dhule District. He arrived in Dhule, and a meeting was held under his chairmanship today at the new planning hall of the District Collector’s office. During the meeting, he addressed the attendees, which included the Chief Executive Officer of the District Council, Vishal Narawade; District Superintendent of Police, Shrikant Dhivare; Deputy Conservator of Forests, Nitinkumar Singh; Resident Deputy Collector, Nitin Gawande; Deputy District Election Officer, Gangaram Talpade; Superintendent of the State Excise Department, Swati Kakade; Deputy Collector, Sanjay Bagde; District Information and Science Officer, Mahesh Khadse; Nodal Officer of the Expenditure Monitoring Department and Chief Accounts and Finance Officer, Swarajali Pingle; and District Treasury Officer, Pravin Pandit, along with other nodal officers.

Election Expenditure Observer Ramanathan R. stated that the filing of nominations for the five Assembly constituencies in Dhule District has begun today. Nodal officers and Assistant Expenditure Observers should closely monitor the expenditure of all candidates who file nominations and submit daily reports on time. The expenditure limit for the candidates has been set, and all expenses should be accounted for accordingly. Furthermore, all nodal officers should coordinate with Assistant Expenditure Observers, while the Media Certification and Monitoring Committee (MCMC) should closely monitor news coverage, advertisements, and ensure that the costs of all campaign ads for parties and candidates are included in the election expenditure.

During the meeting, Chief Executive Officer Mr. Narawade, District Superintendent of Police Mr. Dhivare, and Chief Accounts and Finance Officer Swarajali Pingle presented details about their departments through a PPT. Deputy District Election Officer Gangaram Talpade provided an introduction about the structure of the five Assembly constituencies in Dhule.

Resident Deputy Collector Mr. Gawande extended a vote of thanks. The meeting was attended by officers from various departments, including the Income Tax Department, GST Department, banks, railways, Maharashtra State Road Transport Corporation, Forest Department, and State Excise.

MCMC Should Closely Monitor Paid News

The Election Commission of India has implemented the Model Code of Conduct for the Assembly General Elections. The Media Certification and Monitoring Committee (MCMC) has a crucial role to play during these elections. The committee should closely monitor paid news in the media, instructed Election Expenditure Observer Ramanathan R. today.

For the 2024 Assembly General Elections, a Media Control Room has been set up on the first floor of the District Information Office in Dhule for the five Assembly constituencies. Election Expenditure Observer Ramanathan R. visited the Media Center this morning and addressed the staff present, including Resident Deputy Collector Nitin Gawande, Deputy District Election Officer Gangaram Talpade, District Information Officer and MCMC Nodal Officer Vilas Bodke, and Executive Engineer Mukesh Thakur.

Election Expenditure Observer Ramanathan R. emphasized the importance of keeping a watch on paid news during the election period. If any instances of paid news are identified, they should be immediately reported to the Election Officers. The expenditure on paid news, as determined by the committee, should be added to the candidate’s election expenses. Monitoring should also include advertisements on local cable networks. Furthermore, instructions were given to keep an eye on advertisements and posts related to the five Assembly constituencies’ candidates on social media platforms like Facebook, X (formerly Twitter), Instagram, etc.

District Information Officer and Media Control Room Nodal Officer Mr. Bodke provided information about the work of the Media Center. The Election Expenditure Observer expressed satisfaction with the operations at the Media Center. Editorial staff Sandeep Gavit, Senior Clerk Bandu Chaure, Clerk Chetan More, Ismail Maniyar, and Rishikesh Yevale, along with other Media Center staff, were present during the visit.

Election Expenditure Observer Ramanathan R. Visits the Static Surveillance Teams

For the upcoming Assembly General Elections in Dhule District, Election Expenditure Observer Ramanathan R. visited the Static Surveillance Teams (SST) at Parola Chowfully and Nagav Chowfully to review the preparations there.

The Assembly elections for all five constituencies in Dhule District will be held on November 20, 2024. The Election Commission of India has appointed Election Expenditure Observer Ramanathan R. to oversee a fair and fearless election process. Against this backdrop, the observer visited the SSTs at Parola Chowfully and Nagav Chowfully today to inspect the preparations and check the vehicle registers.

At the meeting, Election Expenditure Observer Ramanathan R. instructed the SST to effectively implement the Commission’s guidelines. Officers and staff should diligently fulfill their assigned responsibilities, thoroughly inspect each vehicle passing through, and maintain accurate records in the vehicle register. Executive Engineer Mukesh Thakur was also present during the visit.
