Collectors and SPs Held Responsible for Upholding Public Welfare and Law and Order: CM Dr. Yadav
Chief Minister Dr. Mohan Yadav said that ensuring development across all districts, implementing government priority projects, and maintaining law and order are the responsibilities of the Collectors and SPs. He stated that these officials will be held accountable for all district-level arrangements. Furthermore, he warned that districts reporting irregularities will face strict action, with even senior officers being held responsible if necessary.
Chief Minister Dr. Yadav stated that significant changes have been made to the jurisdiction of 22,000 police stations across the state. A commission has also been established by the state government to reorganize districts with a focus on public welfare. He urged collectors and public representatives to actively contribute by providing necessary suggestions. Looking ahead, initiatives such as one-third reservation for women and proportional representation based on population will be implemented, with administrative processes aligned accordingly. Dr. Yadav emphasized that administrative reforms, coupled with public welfare, are key priorities at the district level. He directed strict measures, including controlling noise pollution during examinations, curbing drug trafficking, banning stubble burning, ensuring systematic distribution of fertilizers to farmers, and promptly addressing revenue-related issues. Additionally, he called for strict action against black marketers involved in fertilizer distribution.
Chief Minister Dr. Yadav was virtually addressing the Collectors and Commissioners Conference from Samatva Bhavan at Chief Minister’s official residence on Friday evening. Chief Secretary Shri Anurag Jain and other senior officials were present in the meeting. The collectors gave information about the best practices in the districts.
Purchase of paddy, jowar-millet and soybean, innovations should be done in districts
Chief Minister Dr. Yadav emphasized that the procurement of paddy, jowar, millet and soybean in the state should be carried out in a systematic manner. He warned that officers found guilty of irregularities in districts with reported complaints will face strict action. He directed that all necessary facilities be ensured at procurement centers and stressed the timely availability and systematic distribution of fertilizers and seeds. Despite adequate fertilizer stocks in the state, any mismanagement in distribution will not be tolerated and responsible officers will be held accountable. Dr. Yadav highlighted an innovative approach implemented in Shajapur district, where unnecessary queues were avoided by distributing tokens through the CM Helpline 181, ensuring smooth operations. In Sagar and Damoh districts, additional counters were set up with officers and employees assigned to duty. Similarly, in Indore, a dedicated counter was established for farmers aged above 65 years. He encouraged replicating such successful initiatives in other districts to streamline processes and enhance efficiency.
Use of drones should be encouraged and stubble burning should be curbed
Chief Minister Dr. Yadav said that the use of drones should be encouraged in agricultural work. It is also possible to save material by spraying urea and applying fertilizer through drones. Drones should be made available to farmers on rent as per requirement, natural organic farming should be encouraged; implementation of Natural Farming Development Scheme and training programs should be conducted for farmers.
Strategies for stubble management
Chief Minister Dr. Yadav reviewed the ongoing efforts for stubble management in the state. During the meeting, it was reported that strategies have been developed to utilize Super Seeder and Happy Seeder in selected districts, enabling effective stubble control. He emphasized the need for awareness campaigns using stubble chariots to educate farmers about stubble management practices. Initiatives such as zero tillage sowing, crop demonstrations on 40,000 acres using zero tillage techniques, and stubble management through Super Seeder and Happy Seeder are already underway in certain districts and should be expanded to others.
To further these efforts, 400 villages across 30 districts have been identified for making them stubble-burning-free zones. In Seoni district, the Agriculture Department and District Administration implemented measures like enforcing Section 144, conducting 25 panchnamas, and promoting the use of Super Seeder and Happy Seeder through field visits. Chief Minister Dr. Yadav praised this initiative.
Additionally, the Narmadapuram Collector shared that field schools were established, and farmer awareness chariots were launched to discourage stubble burning. In some districts, farmers themselves have demonstrated initiative by taking advantage of subsidies available on new stubble management machinery.
Provide the benefits of “Mega Revenue Campaign” to farmers and common people
Chief Minister Dr. Yadav highlighted the launch of Mega Revenue Campaign 3.0, a month-long campaign that began on November 15, aimed at providing targeted benefits to farmers and the general public. He highlighted that starting December 2024, a Farmer ID will be mandatory for the PM Kisan Yojana, and directed collectors to ensure its implementation. Camps should be organized to facilitate the linking of Khasra with Aadhaar, and documents related to all villages under the ownership scheme should be completed and systematically arranged. He also emphasized involving local public representatives in the campaign. During the video conference, it was reported that Mega Revenue Campaign 3.0 has set targets, including linking over one lakh name transfers, more than 10,000 partitions, approximately 20,000 demarcations, 1.39 lakh map partitions, around 4,000 record corrections, and linking nearly 2 lakh Khasras with Aadhaar across the state. The Chief Minister also stressed organizing Gita Jayanti programs across the state.
Chief Minister Dr. Yadav instructed collectors to ensure the successful organization of multiple programs across the state to celebrate Gita Jayanti on December 11. These celebrations will include the Bhoomi Pujan for Gita Bhawan in Ujjain and Bhopal, along with various events highlighting the traditions of Lord Shri Krishna. A comprehensive plan has been prepared, including the presentation of Gita Samvaadand an attempt to set a world record for the recitation of the Gita. Preparations are also underway for the International Gita Mahotsav. The School Education Department, Higher Education Department, and District Administrations have been tasked with coordinating activities, including Gita verse competitions for children and other programs organized in collaboration with ISKCON. Dr. Yadav emphasized the need for dedicated spaces in districts for classical and intellectual events. He suggested that these buildings should not only serve ceremonial purposes but also become centers for intellectual discussions, with essential literature made available for the youth. He called on the Culture, Urban Development, and other departments to work together to disseminate the karma-based public welfare message of the Shrimad Bhagwad Gita to the wider public.
Chief Minister Dr. Yadav during the video conference issued directives to ensure adequate arrangements in night shelters to protect citizens from the cold during winter and to prioritize their health. He emphasized collaborating with social organizations to enhance efforts in providing food to the destitute, as well as to hospital patients and their families. Dr. Yadav instructed authorities to strictly control adulteration cases by conducting food testing using mobile food laboratories. He also called for the successful organization of activities during the “”Hum Honge Kamyaab” fortnight” starting on November 25 and extending the “”Swanidhi Bhi Swabhimaan Bhi” fortnight”, which began on November 18, until December 2. Further, he directed officials to link beneficiaries with schemes like the “Pradhan Mantri Suraksha Bima Yojana” and “Pradhan Mantri Jeevan Jyoti Yojana” under the “”Swa Nidhi se Samriddhi” initiative.” He also emphasized achieving 100% saturation of 25 beneficiary-oriented and community-related schemes identified by various departments under the “Dharti Aba Janjati Gram Utkarsh Abhiyan.”
Lastly, Dr. Yadav stressed the timely resolution of public grievances and pending complaints registered on the CM Helpline.
Law and order situation should be strong
Chief Minister Dr. Yadav said that illegal drugs should be seized by identifying sensitive areas. Criminals should be arrested. Criminals involved in drug trade should be caught by conducting special campaigns. Youths should be made aware by connecting them with the de-addiction campaign. Educational institutions should also make such efforts. The supply chain of drugs should be controlled. Drugs should be curbed by contacting and communicating with other states. Various cough syrups which are being used as an alternative to drugs should also be controlled. Police should keep an eye on such activities, especially in industrial areas; there is a special need to stop this. This should be controlled by randomly checking medicine shops. Immediate action should be taken against cow smugglers. Control should be established against habitual criminals and also on cyber crime. Criminal elements should not escape police action. Special vigilance should be exercised on the occasion of festivals.
Chief Minister Dr. Yadav will stay in a homestay in a tribal dominated district
Chief Minister Dr. Yadav told in the VC that homestays are becoming popular in the tourism sector in the state. Chief Minister Dr. Yadav told that he will soon stay overnight in a homestay operated in Alirajpur, Dhar or any other tribal dominated district. The identity of the state will be established in the country by inviting famous people and celebrities of the film world in the homestays of Madhya Pradesh. Homestays in the districts of Niwari, Chhatarpur, Chhindwara etc. of the state are attracting tourists.
