Three Key MoUs Signed in Presence of Chief Minister Pushkar Singh Dhami

On Wednesday, three significant Memoranda of Understanding (MoUs) were signed at the Secretariat in the presence of Chief Minister Pushkar Singh Dhami:

  1. Social Development Partnership
    The Government of Uttarakhand, the Setu Commission, and the Tata Trust formalized a ten‐year agreement to collaborate on social development initiatives. Under this MoU, efforts will focus on water management, nutrition, telemedicine, rural livelihoods, and green energy to accelerate social and economic growth across the state.
  2. Uttarakhand as a Digital Talent Hub
    A tripartite MoU was signed among the Setu Commission, the Department of Higher Education, the Department of Technical Education, and the NASSCOM/IT‐ITeS Sector Skill Council to establish Uttarakhand as a premier skills center in emerging technologies. All government and private higher‐education institutions in the state will introduce AI, data science, cybersecurity, Python programming, and generative technologies as academic‐credit courses. Additionally, one model college in each district will be developed as a “mentor institution.” This initiative aims to equip approximately 150,000 students with future‐ready skills via the FutureSkills Prime platform.
  3. AI‐Based Personality and Employability Skills
    Another tripartite MoU was signed among the Setu Commission, the Department of Higher Education, and the Wadhwani Foundation to create a skills development center focused on AI‐based personality and employment‐oriented training. Over the next three years, government higher‐education institutions will incorporate these courses for academic credit beginning in the upcoming academic session. This program intends to help around 120,000 students develop AI‐driven personal development and self‐employment skills.

In his remarks, Chief Minister Pushkar Singh Dhami stated that these three agreements—targeting social development, positioning Uttarakhand as a digital talent hub, and launching advanced AI‐based personality development courses—will greatly benefit the people of Uttarakhand. He added that the state government is committed to inclusive growth by focusing on initiatives that reach every stratum of society, ensuring Uttarakhand’s leadership across all sectors.

Chief Minister Dhami emphasized that these MoUs represent a critical step toward building a workforce adept in modern skills and transforming Uttarakhand into a cutting‐edge AI and cybersecurity hub. The introduction of AI‐driven curricula will boost employability and foster 21st‐century soft skills among young students. He expressed gratitude to the Tata Trust, NASSCOM, and the Wadhwani Foundation for their collaboration.

Also present were Cabinet Minister Dr. Dhan Singh Rawat; Setu Commission Vice Chairman Raj Shekhar Joshi; Chief Secretary Anand Bardhan; Setu Commission CEO Shatrughan Singh; Tata Trust CEO Siddharth Sharma; NASSCOM Skill Council CEO Abhilasha Goud; Wadhwani Foundation Executive VP Sunil Dahiya; Higher Education Secretary Ranjit Sinha; Secretaries Radhika Jha and Nitesh Jha; and officials Chandraesh Yadav, V. Shanmugam, and C. Ravishankar.
