Cashless Treatment Scheme for Road Accident Victims
From time to time, the Supreme Court has been issuing directions for road safety and prevention of road accidents in the country. Keeping this in mind, the Supreme Court Committee on Road Safety is regularly monitoring it across the country. From time to time, this committee obtains reports from various states and, after reviewing various road safety-related schemes and guidelines issued by the Ministry of Road Transport and Highways, submits a report to the Supreme Court.
Transport Secretary Manish Singh has also issued instructions to collectors for implementation of the cashless treatment scheme for road accident victims. It has been mentioned in the instructions that this scheme and its guidelines have been issued in May 2025 and June 2025. Along with this, the ministry has also launched the User Management Portal on 21 May, 2025.
It has been stated in the instructions that in road accident cases, where the guilty motor vehicle had valid third-party insurance coverage, the payment will be made from the fund created by the central government in collaboration with general insurance companies. This payment will be made at the district level through the State Health Agency (SHA) upon approval of the hospital claim within 10 days with the approval of the District Collector from the fund prescribed by the central government.
Under the scheme, there is provision for treatment up to Rs 1.5 lakh per person within a maximum period of 7 days from the date of accident in the hospital. In case of an accident, the victim or their family can report the accident details on helpline number 112.
Regular Monitoring
In the instructions issued by the Transport Secretary, it has been stated that a subordinate officer should be assigned responsibility for the implementation of the scheme, and its regular monitoring should be done at the district level. All Divisional Commissioners have also been instructed to regularly monitor the essential activities of this important scheme. Detailed guidelines related to the scheme have also been sent to the District Collectors by the Transport Department.
