Disciplinary Action Ordered Against Negligent Officials: Animal Husbandry Secretary Dr. Samit Sharma
Jaipur — Secretary of Animal Husbandry, Dairying, and Fisheries, Dr. Samit Sharma, has directed that officials who are indifferent towards their responsibilities be identified and strict disciplinary action be taken against them. Speaking at a meeting held on Tuesday in the Livestock Bhawan auditorium, Dr. Sharma emphasized the need for proactive efforts from officials to ensure effective implementation of budget announcements.
Present in the meeting were Director Dr. Anand Sejra, Additional Directors Dr. Suresh Meena, Dr. Praveen Sen, Dr. Vikas Sharma, Dr. Omprakash Bunkar, Financial Advisor Manoj Shandilya, senior officers from the directorate, and nodal officers nominated for various districts.
Dr. Sharma urged officials to overcome challenges hindering progress and accelerate their work, assuring full cooperation from the government. He instructed that the 2024–25 target for the Mukhyamantri Mangla Pashu Bima Yojana (Chief Minister’s Mangla Animal Insurance Scheme) be completed by August and new registrations for the 2025–26 fiscal year begin from 1st September. Officials from underperforming districts were specifically told to intensify their efforts, with warnings of disciplinary action for failure to meet targets.
The meeting included detailed discussions on various schemes and initiatives such as:
- Mukhyamantri Mangla Animal Insurance Scheme
- Sex-Sorted Semen Project
- Mobile Veterinary Unit (MVU) Call Center and Chatbot
- Camel Conservation Scheme
- Animal Disease Control Program
- Free Animal Health Scheme
- Land availability for new veterinary centers
- KPI-based performance tracking
Discussing the MVU call center and chatbot, Dr. Sharma pointed out that current services are neither satisfactory nor up to standard. He instructed strict and regular monitoring of each MVU and warned of tough action against the service provider for not fulfilling MoU conditions. He emphasized that district and scheme in-charges must take their responsibilities seriously and that inaction will be met with consequences.
Dr. Sharma also directed that effective and clear messages be developed and promoted via social media to increase awareness and usage of the chatbot service.
On the topic of medicine supply in the field, he instructed that only those medicines that are actually needed in the field be procured. “Medicines should benefit the animals, not the pharmaceutical companies,” he stressed. He also expressed concern about poor equipment maintenance and drug storage in several districts, stating that regular monitoring from the directorate level is essential. District in-charges have been directed to inspect their respective districts at least once a month.
In strong words, Dr. Sharma held the respective Additional Directors, District Officers, and Nodal Officers accountable for ensuring the presence of field staff. He emphasized the importance of punctuality and regular attendance in departmental institutions.
He concluded by saying that there should be no lack of willpower to work. To build a strong and positive image of the department, coordinated and honest efforts are essential. All officers were urged to contribute towards building a long-term, resilient department and to carry out their duties with discipline, punctuality, and dedication, aiming to take the department to new heights.
