CM Dhami Calls for Training Newly Elected Panchayat Representatives in Modern Technology, Financial Management, and Governance
Chief Minister Shri Pushkar Singh Dhami, during a meeting of the Panchayati Raj Department held at the Secretariat on Thursday, directed officials to provide training to newly elected Gram Pradhans (village heads), Block Development Council members, and District Panchayat members in modern technology, financial management, and governance systems.
He emphasized the need for collective efforts to fulfill Prime Minister Shri Narendra Modi’s vision of making India a developed nation by 2047. The Chief Minister stated that the development of villages is essential for the progress of the state and the country.
He instructed the construction of Integrated Panchayat Bhawans across the state. These buildings will house multiple rural administrative services—such as the Village Development Officer, Patwari (revenue official), and ASHA workers—under one roof. A duty roster should be created to ensure these officials are present together, so that villagers can access all services from a single location.
The Chief Minister stressed the importance of improved budget planning for Gram Panchayats, Block Panchayats, and District Panchayats, and directed that the planned development of every village panchayat be ensured.
He also instructed the Panchayati Raj Department to assess how much rural area is likely to transform into urban areas over the next 15 years. This analysis would play a vital role in the state’s comprehensive development strategy.
The Chief Minister proposed that the foundation day of Gram Sabhas be celebrated as a local festival in coordination with village residents. A regular calendar should be prepared for such celebrations, which can also be held during village fairs, social gatherings, observances of notable figures’ birth anniversaries, and other special days.
He further stated that integrated and balanced development must be ensured at the block and district panchayat levels, and attention must be paid so that no region or individual is left out of development schemes.
CM Dhami also directed that real-time monitoring be implemented for all development schemes at the panchayat level and that e-governance be promoted across all panchayats. He added that all panchayat activities should be audited and made available on a public portal for transparency.
He stressed that public opinion and participation should be prioritized in developmental works and that a structured, time-bound grievance redressal system should be established at every panchayat level.
