New Delhi, Aug 2025Through a video statement, Delhi State President of the Aam Aadmi Party (AAP), Saurabh Bharadwaj, said that six months have passed since the Delhi elections, and for the last six months every resident of Delhi has been troubled by one question: when it was widely discussed everywhere that the Aam Aadmi Party was set to form the government in Delhi, how did the BJP end up winning? He said that yesterday, through a press conference, Rahul Gandhi raised the issue of voter list manipulation, drawing the nation’s attention once again to this matter. However, Rahul Gandhi did not mention the voter list irregularities in Delhi during his press conference.
Bharadwaj reminded that two months before the elections — in December and January — senior AAP leaders, including Arvind Kejriwal himself, held press conferences and presented evidence showing how voter lists across various Delhi constituencies were being tampered with. Referring to Kejriwal’s December 29 press conference, Bharadwaj said that Kejriwal revealed how, after BLOs (Booth Level Officers) had completed door-to-door surveys and published the voter list, certain suspicious individuals — all linked to a particular party — were submitting daily applications in the New Delhi Assembly segment to delete thousands of votes in one place, 800 in another, and 500 elsewhere.
Bharadwaj stated that between December 15 and December 29, 2024, a total of applications were submitted to the Election Commission to delete about 5,000 votes and add around 7,500 new votes in the New Delhi Assembly segment alone. In a significant disclosure regarding new vote creation, he alleged that even BJP leader Parvesh Verma, who was contesting from this constituency, submitted applications to create 33 new votes using the address of his official residence.
He said that despite AAP repeatedly raising this issue, neither the government nor the Election Commission took any action. Citing another press conference on January 6, 2025, Bharadwaj noted that AAP leaders Sanjay Singh, Atishi, and Raghav Chadha revealed that between December 15, 2024, and January 2, 2025, select individuals had filed applications to create 10,500 new votes and delete around 6,000 votes. He stressed that these were not applications to delete their own votes but to delete others’ and add new ones. For example, 84 individuals alone submitted 4,283 applications to delete votes.
In a startling revelation, Bharadwaj said that when AAP asked the Election Commission to investigate who these people were, the Commission summoned them, and they denied ever filing such applications or having any knowledge about them. Filing applications under someone else’s name to delete a third person’s vote is a criminal offence, Bharadwaj said, adding that AAP filed a written complaint with the Election Commission in this regard and now wants to know what action has been taken on it since January.
Presenting more figures, he said that in Shahdara, a person submitted an application on BJP letterhead to delete 11,018 votes. In Janakpuri, 24 people applied to delete about 4,874 votes, and in Karawal Nagar, 3,260 votes were targeted for deletion through just two applications.
Expressing displeasure with Congress, Bharadwaj asked why Rahul Gandhi and his party did not take this issue seriously or raise their voice against voter list fraud in Delhi when AAP leaders were doing so in January. He pointed out that Congress was contesting the Delhi elections at the time and leading the INDIA alliance, of which AAP was also a part. But when Kejriwal was speaking against voter list manipulation, Congress seemed to be siding with the BJP.
Bharadwaj said that while it is good Rahul Gandhi raised the issue yesterday, he again named Maharashtra, Haryana, and Karnataka but forgot Delhi. “Is Delhi not a part of this country?” he asked. He accused Congress of wanting to fight only for itself, not for the opposition, the nation, or democracy, and warned that such an approach weakens the larger struggle.
Supporting Rahul Gandhi’s factual complaint to the Election Commission, Bharadwaj insisted the Commission must respond with facts. He criticised the EC for demanding affidavits for complaints, arguing that if that standard applied, the Commission should also have required affidavits for all the repeated complaints BJP leaders, including Vijender Gupta and the Lieutenant Governor, made against AAP leaders. That way, AAP could have taken legal action when those complaints proved false. He said the EC must not adopt double standards, as doing so makes it appear to be functioning as a BJP wing rather than an impartial constitutional body.
