Blueprint of viksit Uttar Pradesh based on 3 missions, 3 themes, and 12 sectors

Lucknow, Sept 2025 : To realize the vision of making Uttar Pradesh a developed state by 2047, the state government has prepared a concrete action plan. Under the leadership of Chief Minister Yogi Adityanath, the government prepared a strong framework of 3 missions, 3 themes, and 12 sectors. This blueprint aims to meet the state’s developmental needs and also to take it to new heights economically, socially, and culturally.

Ensuring housing, water supply, and electricity to every citizen and better healthcare facilities, the blueprint will focus on raising living standards and fulfilling basic needs.

The development will work to give Uttar Pradesh a competitive edge in areas like industries, agriculture, and services to establish and make it an economic power not only at the national but also at the global level.

Three themes of Yogi government

Arth Shakti: Promoting economic development and creating new investment opportunities.

Srijan Shakti
Emphasis on innovation, education, skills, and technological development.

Jeevan Shakti: Improving citizens’ health, safety, social welfare, and living standards.

12 Key Sectors and Associated Departments

Agriculture and Allied Sectors: Comprehensive role of the Agriculture department, agricultural education, horticulture, sugarcane development, irrigation, and cooperation from other departments.

Livestock Protection: Strengthening rural economy through animal husbandry, dairy development, and fisheries departments.

Industrial Development: Boosting employment and investment via industrial development, MSME, and mining departments.

IT & Emerging Technology: Digital and innovation-based growth through IT, electronics, and science and technology departments.

Tourism and Culture: Preserving and promoting religious-cultural heritage through tourism, charitable works, and culture departments.

Urban and Rural Development: Balanced urban-rural development through urban development, housing and urban planning, rural development, panchayati raj, and Namami Gange.

Infrastructure: Better infrastructure through transport, civil aviation, public works, and energy departments.

Balanced Development: Sustainable growth through environment, forest, climate change, and renewable energy sources.

Social Welfare: Holistic welfare through social welfare, food & supplies, labour, women & child development, minority, backward classes, and divyang welfare departments.

Health Sector: Affordable and accessible healthcare through health, medical education, training, and AYUSH departments.

Education Sector: Preparing youth for the future through basic, secondary, higher, technical, and vocational education, along with skill development departments.

Security and Good Governance: Safe and transparent governance through the Home department, home guards, language, and general administration departments.

Chief Minister Yogi Adityanath said, “The blueprint is not just a plan on paper but will directly benefit every citizen of Uttar Pradesh. The government’s objective is that by 2047, Uttar Pradesh will be a state that is economically self-reliant, culturally rich, and socially equal and just.”
