Ukraine Proposes New Airspace Protection Format to U.S. as Coalition of Nations Pledge Troop Support

Kyiv, Sept 2025 – Ukrainian President Volodymyr Zelensky announced on Thursday that Ukraine has proposed a new framework to the United States aimed at enhancing protection of the country’s airspace, as international partners pledged fresh commitments to support Kyiv in its war against Russia.

In a post on X following his conversation with U.S. President Donald Trump, Zelensky said Ukraine had outlined a plan that would allow Washington to play a central role in shielding Ukrainian skies from Russian missile and drone attacks. “Ukraine has proposed a format for protecting our skies for the U.S. to consider,” he wrote, adding that the two leaders also discussed “ways to push toward real peace.”

Coalition of the Willing Meets in Paris

The announcement came shortly after a high-level meeting of the so-called Coalition of the Willing in Paris, which gathered European Commission President Ursula von der Leyen, NATO Secretary General Mark Rutte, French President Emmanuel Macron, and leaders from more than two dozen European nations.

Speaking alongside Zelensky, Macron revealed that 26 countries, mostly European, have formally pledged to contribute troops and resources to support Ukraine under a potential future ceasefire with Russia. While stressing that these forces would not be stationed directly on the front line, Macron said they would form part of a “reassurance force” capable of operating on land, at sea, or in the air.

“The purpose is to provide credible security guarantees and prevent further escalation once conditions for peace are in place,” Macron said.

Zelensky hailed the announcement as a “concrete step forward,” emphasizing that the involvement of so many countries strengthens Kyiv’s hand in peace negotiations. He also reiterated the need for direct talks with Russian President Vladimir Putin, either bilaterally or trilaterally, to advance peace efforts.

U.S. Role Expected Soon

Following the Paris summit, participants held a joint call with U.S. President Trump. According to Macron, Washington is expected to finalize its contributions to the coalition’s security guarantees in the coming days.

Trump has recently suggested that U.S. backing could “probably” include expanded air support. Zelensky confirmed that his talks with Trump centered on achieving “maximum protection for Ukraine’s skies,” a priority given Russia’s intensified missile and drone strikes.

Russia’s Response

Moscow, however, sharply criticized Washington’s continued military support for Ukraine. Russian Foreign Ministry spokesperson Maria Zakharova said Thursday that the U.S. approval of a recent sale of 3,350 extended-range air-launched missiles to Kyiv contradicted its stated desire for a diplomatic solution.

“Military assistance of this kind will only prolong Ukraine’s suffering and risks pushing the conflict out of control,” Zakharova warned, repeating Russia’s long-held claim that Western weapons shipments fuel the war rather than bring it closer to resolution.

Balancing Peace and Security

For Kyiv, the new proposal to the U.S. underscores Ukraine’s immediate security needs while also signaling openness to peace talks. Zelensky framed the developments as complementary: strengthening defenses now, while laying groundwork for eventual negotiations with Moscow.

“The stronger our security guarantees, the stronger our position at the negotiating table,” he said.

With the Coalition of the Willing preparing a reassurance force, U.S. contributions under discussion, and European allies expanding their commitments, Ukraine is seeking to ensure that any future ceasefire or peace process is backed by robust international enforcement mechanisms.

As Zelensky put it, the ultimate goal remains the same: “real peace, built on security, justice, and sovereignty.”
