Chief Minister Visits Hulhhliap Short Stay Centre
Aizawl, Sept 2025: Chief Minister Pu Lalduhoma visited the Hulhhliap Short Stay Centre at Neihbawi, which has been established by the Government under the PPP model at the Synod Camping Centre. He was accompanied by Pi Lalrinpuii, Minister for the Social Welfare Department.
During his interaction with the staff and inmates, the Chief Minister noted that drug abuse has posed immense challenges to society, making it necessary to set up the Hulhhliap Short Stay Centre. Since the Government alone could not manage it, organizations like the YMA, MHIP, and the Synod were entrusted with its operations under the PPP model.
He emphasized that individuals struggling with addiction need urgent care and support. Those capable of recovery must be given proper guidance, counseling, and skill training to rebuild their lives. In this regard, the Hulhhliap Short Stay Centre has been carefully structured to meet these needs holistically. The centre runs a 20-day programme that combines medical detoxification, psychological counseling, and spiritual renewal through camping organized by the Synod Revival Department. This is followed by three months of close monitoring under the Referral Task Group to ensure continued recovery.
For those who succeed in staying free from addiction, the centre also provides skill development training in fields such as food processing, electrical works, and aluminium fabrication, equipping them to reintegrate into society with dignity and livelihood opportunities.
Addressing the inmates, the Chief Minister urged them to remain steadfast in their recovery journey, assuring them that they can overcome their struggles and become valuable citizens for their community and state. He reminded them that hardships are not excuses for wrongdoing, but challenges to be faced with courage and resilience.
He also expressed his gratitude to the staff, stressing that their work is both a service of healing—physical and spiritual—and a safeguard for society, urging them to continue their mission with dedication.
The Hulhhliap Short Stay Centre was originally designed to accommodate 150 persons at a time. However, due to overwhelming demand, the first batch admitted 256 persons, the second 544, and the ongoing third batch 208 persons. Each batch follows a 20-day cycle—10 days of detoxification, 5 days of psychological counseling, and 5 days of camping organized by the Synod Revival Department.
So far, 11 persons have completed training in Food Processing, 28 are currently training as Electrical Technicians, and 18 in Aluminium Fabrication. These trainees will be certified by the Mizoram Council for Vocational Training.
For the establishment and operation of the first three batches, the Government allocated Rs. 108 lakhs. A study of the first two batches revealed that 74% of participants are now free from addiction. The fourth batch is scheduled to commence later this month.
