PM Mitra Park Symbolises Modern India’s Industrial Strength: CM Dr Yadav

Bhopal, Sept 2025 : Chief Minister Dr. Mohan Yadav said that the PM Mitra Park to be developed in Bhainsola, Dhar district, will become a symbol of modern India’s industrial strength. Prime Minister Shri Narendra Modi will perform Bhumi Pujan of this park on September 17. Being developed at a cost of approximately Rs 2000 crore, the park will offer all facilities from spinning to designing, processing, and export within a single campus. It will be the country’s first and largest PM Mitra Park, where the entire value chain from cotton to garments will be developed. Farmers will no longer be limited to selling raw cotton but their produce will undergo value addition locally and turn into garments that will reach global markets. Equipped with world-class infrastructure and modern facilities such as a Green Industrial Township, this park will give Madhya Pradesh a new identity as the Cotton Capital.

Farmers Will Receive Real Value and Global Recognition

There are more than 3.5 lakh cotton-producing farmers in Madhya Pradesh. Until now, they were limited to selling raw cotton, but after the PM Mitra Park, their produce will be linked with the entire value addition process at the local level. The entire process from cotton to yarn, fabric, garments, and ready-made clothing will be completed here. Garments made from organic cotton will directly reach international brands. Madhya Pradesh already produces 24 percent of the world’s non-GMO organic cotton, and now farmers will receive both fair value for their produce and global recognition.

Largest Park Equipped with World-Class Facilities

The PM Mitra Park in Dhar is unique in both size and facilities. It will have a zero liquid discharge-based common effluent treatment plant, a 220 KV substation and a 20 MLD water supply system. SCADA and IoT-based utility monitoring systems will make the park digital and smart. Certification as a Green Industrial Township will establish it as a model for sustainable industrial development. Land, electricity and water will be available at competitive rates, making the park India’s most affordable and competitive textile hub.

Ease of Doing Business and Policy Incentives

Madhya Pradesh has consistently remained a leader in Ease of Doing Business and is included in the top achievers category. The state was the first to implement the Jan Vishwas Act and set up a transparent land allocation system based on GIS. The process of starting an industry can now be completed within 30 days, and 54 services from 13 departments are available through a single-window system. Policy incentives include up to 40 percent capital subsidy, five to seven percent interest subsidy, 50 percent assistance for green industrialisation, 50 percent subsidy on export freight, and employment-linked incentives. Under the central government’s Competitive Incentive Support scheme, early investors will receive assistance of up to Rs 300 crore and turnover incentives of up to 3 percent on sales.

State’s Strength and Presence of Major Players

Madhya Pradesh recorded textile exports worth more than Rs 9200 crore in 2024–25. It has over 31 GW of power capacity, including nearly 30 percent clean green energy. Industrial water resources exceeding 1000 million cubic meters, six inland container depots, and a multimodal logistics park will facilitate smooth export processes. The state is already home to major industrial groups like Trident Group, Vardhman, Grasim, Nahar, Raymond, Pratibha Syntex, Gokaldas Exports, Mahima Group, and Sagar Group. The presence of these companies already supports the entire value chain from yarn to fabric, garments, and machinery, which will be further strengthened by PM Mitra Park.

Revolutionary Change in Lives of Farmers and Youth

Farmers from cotton-producing districts like Dhar, Jhabua, Ratlam, and Ujjain will now be at the heart of an industrial revolution. Tribal youth will receive training and employment opportunities. The economy of rural and tribal areas will gain new strength, and living standards of millions of families will improve. The PM Mitra Park will provide sustainable benefits to farmers, global opportunities to youth and a competitive platform for industries. This project will not only establish Madhya Pradesh as the Cotton Capital but also initiate a new industrial revolution in the textile sector for the entire nation.
