Telangana Government Orders Major IPS Reshuffle: 23 Senior Police Officers Transferred

Hyderabad, Sept 2025 : In a sweeping administrative reshuffle, the Telangana government transferred 23 senior Indian Police Service (IPS) officers, realigning key positions across the state’s police and allied departments. The orders, issued late on Friday night by Chief Secretary K. Ramakrishna Rao, have significantly altered the leadership landscape in Hyderabad Police, intelligence, anti-corruption, vigilance, and disaster response services.

Sajjanar Appointed Hyderabad Police Commissioner

The biggest change in the list is the appointment of V. C. Sajjanar as the new Commissioner of Police, Hyderabad City. Until now, Sajjanar was serving as Managing Director of the Telangana State Road Transport Corporation (TSRTC). Known for his administrative acumen and operational experience, his shift to Hyderabad Police has generated major buzz in police and political circles.

He replaces C. V. Anand, who has been moved to the Home Department as Special Principal Secretary. Anand’s new assignment marks his return to the state secretariat after a long stint in field policing.

To fill the vacancy left at TSRTC, Y. Nagi Reddy, earlier Director General of Disaster Response and Fire Services, has been posted as its new Managing Director.

Women Officers Given Key Responsibilities

The reshuffle also elevated several women IPS officers to critical roles:

  • Shikha Goel (1994 batch), Director of the Telangana Cyber Security Bureau, has been appointed Director General of Vigilance and Enforcement and Ex-Officio Principal Secretary in the General Administration Department (GAD), while continuing her cyber responsibilities.
  • Charu Sinha (1996 batch), Additional DGP, CID, has been given full additional charge as Director General of the Anti-Corruption Bureau (ACB).
  • Swati Lakra (1995 batch), Additional DGP, Organisation and Home Guards, will now also serve as Director General of the Special Protection Force (SPF).

Their appointments highlight the increasing trust being placed on senior women officers in sensitive enforcement and accountability roles.

Key Departmental Shifts

Several senior officers have been moved across departments to balance expertise and experience:

  • Mahesh Muralidhar Bhagwat, Additional DGP (Law & Order), has been assigned additional charge as Additional DGP (Personnel).
  • Vijay Kumar, earlier Director General of ACB, has been shifted as Additional DGP (Intelligence).
  • Dr. Anil Kumar has been posted as Additional DGP for Operations (Greyhounds & Octopus), replacing M. Stephen Raveendra, who is now Commissioner of Civil Supplies.
  • Devendra Singh Chauhan, earlier Principal Secretary, Civil Supplies, moves as Additional DGP for Multi-Zone II.

In another major change, Vikram Singh Mann, Additional Commissioner of Police (Law & Order), Hyderabad, has been appointed Director General of Disaster Response and Fire Services.

District and Zonal Leadership Changes

The reshuffle also trickled down to commissionerates and districts:

  • S. M. Vijay Kumar, DCP of Hyderabad West Zone, has been promoted as Commissioner of Police, Siddipet.
  • He replaces Dr. B. Anuradha, who now moves to DCP, LB Nagar Zone, Rachakonda.
  • Ch. Srinivas, DCP of Rajendranagar, is now posted as DCP, West Zone, Hyderabad, filling Vijay Kumar’s vacancy.
  • Dr. G. Vineeth, DCP of Madhapur, Cyberabad, has been transferred as Superintendent of Police, Narayanpet.
  • In turn, Ms. Ritiroaj, earlier Joint Director in the ACB, takes charge as DCP, Madhapur.
  • Yogesh Goutam, SP of Narayanpet, is now DCP, Rajendranagar.

These movements are expected to influence the operational dynamics of Hyderabad’s tri-commissionerate policing system — Hyderabad, Cyberabad, and Rachakonda — which has been under increased pressure due to rapid urban growth and complex law-and-order challenges.

Officers Entrusted with Dual Roles

A notable feature of the reshuffle is the additional responsibilities given to several officers, rather than purely lateral postings. This dual-charge approach is seen as a way to optimize leadership resources:

  • Shikha Goel will balance vigilance with cyber security.
  • Charu Sinha will simultaneously head the CID and the ACB.
  • Swati Lakra continues with Organisation and Home Guards while also leading the SPF.
  • Mahesh Bhagwat handles both Law & Order and Personnel.

While this maximizes efficiency, observers point out it could also increase the workload on these senior officers.
