District Collectors to Be Given Additional Powers for District Business Reforms: Chief Minister Devendra Fadnavis
Industry Department Reviews ‘Ease of Doing Business’ in the Presence of the Chief Minister
Mumbai, Oct 2025 : The state is implementing the District Business Reform Action Plan 2025. This initiative includes 154 reforms, which will be executed by August 14, 2026. Chief Minister Devendra Fadnavis announced that ‘Chintan Shibirs’ (reflection workshops) and divisional meetings will be organised for District Collectors, and each Collector will be entrusted with greater authority.
A review meeting on Ease of Doing Business was held at Sahyadri Guest House under the chairmanship of Chief Minister Devendra Fadnavis. Chief Secretary Rajesh Kumar and senior administrative officials were present, while Divisional Commissioners and District Collectors from across the state joined via video conferencing.
Chief Minister Fadnavis stated that six divisional committees have been established to accelerate the state’s industrial development, and they will submit their reports before December 31, 2025. Of these, the ‘Ease of Doing Business Reform Committee’ is headed by Nashik Divisional Commissioner Dr. Praveen Gedam. Vijay Suryavanshi (Konkan Division) and Jitendra Papalkar (Chhatrapati Sambhajinagar Division) are focusing on industrial resource utilisation and land bank promotion, respectively.
During the meeting, the state’s progress in Ease of Doing Business, implemented reforms, and upcoming initiatives were reviewed. Maharashtra has recorded significant improvement in the Ease of Doing Business 2024 evaluation, having completed 399 out of 402 reforms. As a result, the state’s implementation score has reached 99.25%. Maharashtra was previously recognised as an Achiever in the Ease of Doing Business 2020–21 rankings and as a Top Achiever in the EoDB 2022 assessment. The final results for Ease of Doing Business 2024 will be announced on November 11, 2025.
Under Ease of Doing Business, key focus areas include land and building permissions, labour reforms, utilities and inspection systems, and regulatory simplification. The state also plans to operationalise a complete single-window ecosystem through MAITRI 2.0. Essential modules such as single sign-on, permit status tracking, a common application form, integrated payments, dashboards, inspections, grievance redressal, and user feedback will be included in MAITRI 2.0.
Maharashtra is taking significant steps toward improving business convenience, deregulation, and streamlining sectoral approvals. Major reforms are being implemented to create a more industry-friendly and transparent environment.
Chief Minister Fadnavis noted that, according to the Department for Promotion of Industry and Internal Trade (DPIIT), Maharashtra has consistently ranked among the top-performing states in the Business Reform Action Plan (BRAP) since 2015.
