Declare BDD Chawls as an “Essential Project” – Chief Minister Devendra Fadnavis
CM instructs timely completion of development projects in the Infrastructure War Room meeting
Mumbai, Nov 2025: All ongoing development projects in the state must be completed within their scheduled timelines, any obstacles arising during execution should be resolved immediately, and new projects should be planned in such a way that they are completed within two to two-and-a-half years. Cutting-edge technology must be used while implementing various development works. These clear directives were issued by Chief Minister Devendra Fadnavis. He also suggested that the BDD Chawl redevelopment be declared an essential project.
Under the chairmanship of Chief Minister Fadnavis, a review of infrastructure projects underway in Mumbai suburbs, Thane and Pune was conducted at Sahyadri Guest House. Senior administrative officials and contractors of the concerned projects were present at the meeting.
The Mumbai Metropolitan Region Development Authority (MMRDA) is executing Metro Line 2B, which will run from D.N. Nagar to Diamond Garden–Mankhurd with 19 stations. Directing that this Metro project be completed by March 31, 2027, the Chief Minister said that the Swami Samarth Nagar–Vikhroli Metro line must be completed by December 31, 2026. For this, the Urban Development Department must resolve land issues related to Shyam Nagar station within 15 days. The Sewri–Worli connector project must be completed by working round-the-clock. CM Fadnavis instructed officers and contractors to ensure delayed projects are brought back on schedule.
The Pune Metropolitan Region Development Authority (PMRDA) is expected to complete the Mann–Hinjewadi–Shivajinagar Metro Line 3 by March 31, 2026. The BDD Chawl project at Naigaon is to be completed by June 2029, and the Worli BDD Chawl project by May 2029. The CM also directed that the NM Joshi Marg BDD Chawl redevelopment in Mumbai be completed by June 2031, while recommending that the entire BDD Chawl redevelopment be declared an essential project.
Directives were also given to ensure timely completion, through proper planning, of the Thane–Borivali twin tunnel project, Uttan–Virar Sea Link, and the Orange Gate to Marine Drive urban tunnel. CM Fadnavis said that once the Airoli–Kate Naka Freeway is completed, travel time will reduce to 20 minutes. For this, MMRDA must immediately release funds for land acquisition.
Under the Maharashtra State Road Development Corporation (MSRDC), work on the 23.8-km Vadpe–Thane road is underway, out of which 19 km has already been completed; the entire road will be ready by March 2026. The CM said this road is important for the Samruddhi Expressway.
The Mumbai–Pune Missing Link project will also be completed soon. The Chief Minister expressed dissatisfaction over the slow pace of work on the Bandra–Versova Sea Link project and ordered the contractor to use advanced technology and complete the work within the stipulated time.
Work on the Magathane–Goregaon DP Road under the Brihanmumbai Municipal Corporation (BMC) is ongoing, along with land acquisition and construction of rehabilitation housing for project-affected persons (PAPs). The CM instructed that these houses be completed quickly using new construction technologies. Where necessary, old PAP tenements should be rebuilt using modern methods. Contractors must deploy additional manpower to ensure timely completion of the dual tunnel project from Film City Goregaon to Khindipada, Mulund. This project will make it easier for Western Suburb residents to reach the Navi Mumbai Airport.
The central government has granted permission for reclamation of khar lands for the Versova–Dahisar–Bhayandar section of the Mumbai Coastal Road project. The CM ordered that the project be completed by December 30, 2028, with implementation carried out in phases. The Chief Minister also reviewed development works undertaken by Mahavitaran, the Water Resources Department and CIDCO.
