No Need to Upload Documents Online with Nomination Form: State Election Commission

Mumbai, Nov 2025 : For the Municipal Council and Nagar Panchayat elections, candidates are only required to fill in the details from the nomination form and affidavit on the designated website. There is no need to upload any supporting documents online, the State Election Commission has clarified.

Candidates must take a printout of the completed nomination form and affidavit filled on the website, sign it, and submit it along with all required original documents to the concerned Returning Officer within the stipulated deadline.

The process of filing nomination papers has begun for the election of members and directly elected chairpersons in 246 Municipal Councils and 42 Nagar Panchayats across the state. For this, the State Election Commission has developed the website https://mahasecelec.in. Candidates must register on the website and fill in the required information from the nomination form and affidavit. After completing the information, they must print the documents and ensure that both the candidate and the proposers sign them.

The complete set—consisting of the signed printout and all required documents (such as no-dues certificate from the council, toilet-use certificate or self-declaration, bank account details for election expenses, caste certificate for reserved seats, and ‘Annexure-1’ or ‘Annexure-2’ for party candidates)—must be submitted to the Returning Officer within the prescribed time.

The website for registration will remain operational 24 hours a day until 2 PM on November 17, 2025, allowing candidates to register at any time. The login ID and password created during registration must be kept safely, as they are required for filling in the nomination and affidavit information.

Candidates must submit the signed printout and the complete set of documents to the Returning Officer by 3 PM on November 17, 2025. The Commission has instructed all Returning Officers to accept nomination forms even on Saturday, November 15, 2025, despite it being a holiday. However, nominations will not be accepted on Sunday, November 16.

The Commission has also directed all Municipal Councils and Nagar Panchayats to make necessary documents easily available to aspiring candidates, the press release added.
