Chief Minister Pushkar Singh Dhami Held a Virtual Review Meeting with District Magistrates and Senior Officials

Chief Minister Pushkar Singh Dhami held a virtual review meeting with all district magistrates and senior state officials. During the meeting, he reviewed the progress of development projects in the state, the prompt redressal of public grievances, and various administrative reforms. He congratulated the officials for the successful organization of events held during the Silver Jubilee celebrations of the state’s foundation. He said that both the Hon’ble President and the Hon’ble Prime Minister had provided significant guidance regarding the development of Uttarakhand.

Emphasising the vision of making Uttarakhand the spiritual capital of the world under the guidance of Prime Minister Narendra Modi, the Chief Minister highlighted the importance of the “One District, One Fair” campaign. He directed officials to prepare eco-friendly and grand plans for these fairs, which will boost the local economy. He said that fairs selected under this campaign would be declared state fairs. Fairs receiving this status will be granted special protection, financial assistance, and promotional support, while the existing organizers will continue to manage them. The objective is not only to promote local culture, art, and craft but also to provide entertainment and community engagement for the public. Declaring these fairs as state fairs will enhance their scale and appeal, and significantly boost the state’s cultural and social development.

The Chief Minister said that in order to establish Uttarakhand as the spiritual capital of India and the world, yoga, Ayurveda, and meditation centres must be expanded to every district and block. For this, one village in each block may be selected as a pilot project and developed as a “Spiritual Village.” These villages will include yoga training centres, Ayurvedic health facilities, meditation and mental wellness programmes, and opportunities for spiritual education at the local level. This initiative will not only improve the physical and mental well-being of local residents but also provide Uttarakhand with a unique identity in tourism and wellness.

The Chief Minister placed special emphasis on ensuring regular monitoring of homestays, self-employment activities, horticulture, agriculture, and solar-energy-based projects in villages identified under the Vibrant Village Programme. He instructed that border villages be further developed as tourism hubs, and that it be clearly defined what unique attractions each border village will offer. He also directed officials to expedite preparations for the Winter Char Dham Yatra and year-round tourism. This includes coordination with hoteliers, homestay operators, and other service providers—especially in Uttarkashi, Chamoli, and Rudraprayag—to ensure high-quality services for visitors.

To promote tourism and attract more travellers, the Chief Minister directed KMVN and GMVN to prepare and launch special discount packages for the upcoming winter travel season. These packages, he said, will not only increase tourism but also create new employment opportunities for locals.

He instructed district magistrates to ensure extensive utilisation of CSR funds for public welfare works. Priority should be given to projects that directly benefit citizens and accelerate local development.

The Chief Minister also gave instructions to ensure arrangements for bonfires, night shelters, and snow-clearing at major points. After the conclusion of the Winter Char Dham Yatra, proper disposal of waste left behind by pilgrims and along the yatra routes must be ensured. Departments have been asked to implement effective waste management to prevent environmental pollution and maintain the natural beauty and cleanliness of the religious sites.

Emphasising the strengthening of the local economy and ensuring overall development in rural and urban areas, he said that products with GI tags must be prepared for export, and each district should prepare a detailed action plan. He also underlined the need for special plans to develop tourist sites in each district and block, which will not only promote tourism but also create new employment.

The Chief Minister said that the beauty and cleanliness of towns and cities must be maintained; hence, horticulture, green-zone development, and cleanliness around bus stands, railway stations, and major roads must be prioritized to provide a clean and pleasant environment for both residents and tourists.

For strengthening national and internal security, the Chief Minister directed district-level authorities to conduct regular verification and inspection drives. Border areas must be under special surveillance, and security measures at major tourist sites must be enhanced. He ordered full installation and real-time monitoring of CCTV systems in cities and sensitive areas. If additional manpower, technology, or resources are required, officials must immediately inform the headquarters.

To curb drug abuse, CCTV cameras will be installed in vulnerable areas, and a dedicated team will be constituted for anti-drug campaigns under the guidance of the DGP.

The Chief Minister also emphasized proper management of stray cattle, smooth functioning of health services, development of horticulture, and strict action against land encroachment. He instructed district magistrates to survey potential locations in Dwarahat (Almora), Shyamlatal-Devi Dhura (Champawat), and other areas to develop “Spiritual Economic Zones” and prepare detailed action plans.

He urged district officials to adopt a sensitive approach to health services, conduct regular monitoring, ensure timely and effective delivery of healthcare, promptly identify issues, take corrective measures, and conduct surprise inspections of district hospitals. Regular monitoring of the CM Helpline and timely redressal of public grievances through BDC meetings, Tehsil Diwas, and public hearings were also stressed.

Addressing rising traffic congestion in major cities, the Chief Minister directed officials to ensure timely resolution of traffic bottlenecks. He issued strict instructions to make all roads across the state pothole-free. Damaged roads must be repaired on priority with special focus on quality. Areas where roads frequently deteriorate and generate repeated complaints must be identified for regular monitoring and timely corrective action.

He also instructed officials to ensure transparency and accountability in the supervision of repair works.

The Chief Minister called for improved transparency in administrative functioning, strengthening of law and order, expediting preparations for the upcoming winter travel season, and upgrading road, drinking water, and parking facilities at all tourist destinations. He reiterated the instruction to make all state roads pothole-free on priority.

The Chief Minister ordered verification of permanent resident certificates issued in the last three years and directed strict action against those involved in issuing fraudulent certificates.

Senior officials including Principal Secretary R.K. Sudhanshu, DGP Deepam Seth, ADG (Intelligence & Security) Abhinav Kumar, Kumaon Commissioner Deepak Rawat, and other senior officers were present at the meeting.
