Rajasthan Cabinet Forms New NRI Rajasthanis Department; Approves Global Capability Center Policy 2025

Important Decisions in the Cabinet Meeting Chaired by Chief Minister Bhajanlal Sharma – Formation of the ‘National and International NRI Rajasthanis Affairs Department’ to Promote Brand Rajasthan Globally; Approval of Rajasthan Global Capability Center Policy 2025; JV Between RVUNL and Singareni for 2,300 MW Power Projects

Jaipur, Nov 2025 : In the cabinet meeting held on Wednesday at the Chief Minister’s Office under the chairmanship of Chief Minister Bhajanlal Sharma, it was decided to establish a new department dedicated to Non-Resident Rajasthanis (NRRs). The meeting also approved the Rajasthan Global Capability Center (GCC) Policy–2025 and the formation of a joint venture company between RVUNL and Singareni Collieries Company Limited, among several other key decisions.

Policy Framework for Resolving Issues of Non-Resident Rajasthanis

Deputy Chief Minister Dr. Premchand Bairwa, Industries & Commerce Minister Col. Rajyavardhan Singh Rathore, and Parliamentary Affairs Minister Jogaram Patel briefed the media about the decisions. They informed that the Cabinet has approved the proposal for forming the National and International NRR Affairs Department.
This department will act as a strong platform for communication and collaboration between the Rajasthan government and overseas Rajasthanis, strengthening their connection with their homeland. It will also work to promote the “Brand Rajasthan” on the global stage through various initiatives.

The Industries and Commerce Minister added that the department will ensure policy support for resolving issues faced by NRRs and enabling them to benefit from government schemes. It will also organize NRR Day, NRR Honour Ceremonies, and exchange programs. Additionally, a portal for registering NRR associations will be operated by this department.
Notably, the Chief Minister had announced the creation of a dedicated department during the NRR Conclave held last year.

Rajasthan to Become a Global Excellence Hub for Multinational Companies

Col. Rathore informed that the Cabinet has approved the Rajasthan Global Capability Center Policy–2025. The aim of the policy is to position Rajasthan as a global innovation and investment hub by facilitating the establishment and expansion of GCCs.
The policy targets the establishment of over 200 GCCs by 2030, creating 1.5 lakh jobs and contributing significantly to India’s USD 100 billion GCC market. Jaipur, Udaipur, and Jodhpur will be developed as GCC hubs.

Under the policy, GCCs will receive benefits under RIPS–2024 including:

  • 30% capital investment subsidy (excluding land and building cost), up to ₹10 crore
  • 50% reimbursement on land/lease cost, up to ₹1 crore
  • 30% payroll subsidy for three years (maximum ₹1.25 lakh per employee per year)

Rental assistance will include 50% rent support for the first three years and 25% for the next two years (up to ₹5 crore per GCC per year).
Additional incentives include skill development reimbursement, green innovation support, and 50% support for patents and copyrights, along with stamp duty and electricity duty exemptions.

Power Projects Worth ₹15,600 Crore to Be Set Up

Deputy CM Dr. Bairwa stated that the Cabinet approved forming a joint venture between RVUNL and SCCL, with 26% and 74% shares respectively. The JV will develop an 800 MW coal-based power project at a cost of ₹9,600 crore and 1,500 MW solar power projects worth ₹6,000 crore in Rajasthan.

Renaming of Two Government Colleges After Donors

The Cabinet approved renaming the Government College, Kalandri (Sirohi) as Sanghvi Heera Chandji Phoolchandji Government College, Kalandri, and Government College, Kailash Nagar as Matushree Puribai Poonamaji Mali Torso Government College, Kailash Nagar, in recognition of donors.

Land Allocation for Solar Power and Transmission Projects

Parliamentary Affairs Minister Jogaram Patel said that land parcels in Bikaner (Pugal tehsil) and Chittorgarh (Rawatbhata tehsil) were conditionally allocated for solar power projects. Additionally, 70.6 hectares were allotted in Barmer district for establishing a 765 KV substation for Powergrid Barmer-1 Transmission Ltd.
These decisions will strengthen the transmission network for renewable energy and ensure smoother electricity supply to the public.
