Telangana to be Divided into Three Development Zones to Achieve $3 Trillion Economy by 2047: CM Revanth Reddy

Hyderabad, Nov 2025 : Telangana is set to be divided into three strategic development zones as part of the state government’s ambitious roadmap to achieve a $3 trillion economy by 2047, Chief Minister A. Revanth Reddy announced on Thursday. The announcement came during a high-level review meeting on the Telangana Rising 2047 vision document, which is slated for formal unveiling at the Telangana Rising Global Summit scheduled for December 8 and 9 in the Bharat Future City.

The Chief Minister instructed officials to finalise a phased roadmap aimed at achieving a $1 trillion economy by 2034, serving as a stepping-stone toward the $3 trillion target by 2047. To ensure effective governance, targeted development, and balanced regional growth, the state will be divided into three regions: the Core Urban Region Economy (CURE), Peri Urban Region Economy (PURE), and Rural Agriculture Region Economy (RARE).

“The development plans for these three zones should be designed with a realistic perspective, ensuring there is no policy paralysis, and keeping long-term sustainability at the forefront,” CM Revanth Reddy said. The vision document is being prepared to guide Telangana’s growth over the next 22 years, ensuring equitable opportunities and sustainable development for all citizens.

Global Summit to Showcase Investment Opportunities

The upcoming Telangana Rising Global Summit will be held in the Bharat Future City, which is itself a testament to the state’s commitment to futuristic urban development. The summit aims to attract global investors by showcasing Telangana’s investment potential across various sectors and announcing incentives designed to promote industrial growth. The two-day event will provide a platform for stakeholders to explore opportunities in manufacturing, technology, tourism, and exports.

“The goal is to demonstrate that Telangana, despite being a relatively small state, has the potential to emerge as a leading economic hub, competing with developed economies like China and Japan,” CM Revanth Reddy emphasized.

Key Focus Areas for Economic Growth

The Telangana Rising Vision 2047 document will prioritise equitable growth, women and youth empowerment, and sustainable development. High-growth sectors such as pharmaceuticals, life sciences, aerospace, quantum technology, artificial intelligence, startups, MSMEs, tourism, and export-oriented industries are expected to be the main drivers of economic expansion over the next two decades.

The CM stressed that transparent governance, ease of doing business, and Global Capacity Centres (GCCs) have already positioned Telangana as a top destination for investors. The vision document will leverage these strengths to further attract investments and foster innovation.

Rural Development and Agriculture

The rural economy and agriculture sector will receive special attention, with the goal of doubling farmers’ income and strengthening rural livelihoods. Under the “Village 2.0” initiative, the government aims to ensure safe drinking water, clean roads, and solar-powered street lighting in villages, improving the quality of life for rural residents.

Urban and Infrastructure Development

The vision includes creating a “Blue & Green Hyderabad” through the restoration of 2,959 ponds, parks, and forest areas. Modern transport infrastructure is another key priority, including the development of a Regional Ring Road like the Outer Ring Road, high-speed mobility corridors, Regional Ring Rail, four industrial corridors, and eleven radial roads. Plans also include new airports in Warangal, Nizamabad, Adilabad, Peddapalli, and Kothagudem, along with a state-of-the-art highway connecting Hyderabad’s Future City to the Bandar Port in Andhra Pradesh, significantly enhancing connectivity.

Collaborative Planning and Execution

Ministers Komatireddy Venkat Reddy, Ponguleti Srinivas Reddy, Sridhar Babu, Azharuddin, Seethakka, Chief Secretary Ramakrishna Rao, and other senior officials participated in the meeting. Officials were directed to coordinate effectively across departments to ensure that infrastructure projects and policy measures are implemented efficiently, aligning with Telangana’s long-term economic and developmental goals.

CM Revanth Reddy underscored that Telangana’s Vision 2047 is not just a blueprint for economic growth but a framework to transform the state into a global investment and innovation hub, ensuring that the benefits of development reach every citizen.
