IndiGo Crisis: Government Blames Internal Failures, Warns of Strict Action

Dec 2025: In a firm and unequivocal statement in the Rajya Sabha, Union Civil Aviation Minister Ram Mohan Naidu on Monday made it clear that the recent large-scale operational crisis at IndiGo Airlines was the result of the company’s internal planning and crew management failures, and not due to any system outage or regulatory shortcomings. The Minister also warned that the government would take strict action against any airline that fails to comply with safety and operational guidelines.

Responding to concerns raised by Congress MP Pramod Tiwari over the wave of flight cancellations and delays, Naidu categorically rejected claims that the disruption was linked to any failure of the Automated Manpower Scheduling System (AMSS) or regulatory changes alone. He squarely placed responsibility on IndiGo’s internal processes.

“The IndiGo crisis that we are witnessing is due to issues in their crew rostering systems and their internal planning failure,” the Minister told the Upper House, adding that safety compliance cannot be compromised under any circumstances.

Detailing the background, Naidu said that the revised Flight Duty Time Limitation (FDTL) guidelines were introduced following a High Court directive and only after extensive consultations with all aviation stakeholders. Of the total 22 revised norms, 15 were implemented smoothly from July 1, 2025, while the remaining seven came into effect from November 1, 2025.

He further explained that several airlines had asked for operational variations based on their unique requirements, including night operations, high-density routes in the Northeast, and ATR aircraft services. The Directorate General of Civil Aviation (DGCA) examined each request and granted variations only after conducting rigorous safety risk assessments.

“There was over a full month of successful operations under the new FDTL guidelines before the IndiGo disruption surfaced,” the Minister said, underscoring that sufficient transition time had been provided.

Naidu also revealed that even as late as December 1, 2025, a detailed meeting was held between ministry officials and IndiGo management. During this meeting, the airline sought certain clarifications which were promptly provided by the Ministry. However, no operational challenges or red flags were raised by the airline at that time.

It was only on December 3, when mass flight cancellations began affecting thousands of passengers across the country, that the issue came fully into public view. The Ministry of Civil Aviation immediately stepped in, coordinating with DGCA and airline officials to restore normalcy. The Minister said the situation has since been stabilized.

“Safety is non-negotiable. We care for the pilots, the crew, the system and the passengers. The Ministry has been very clear that all airlines must follow the rules,” Naidu emphasized.

He added that DGCA officials remained in continuous dialogue with all airlines throughout November to ensure a smooth transition to the new norms. After assessing a month of operations under the revised FDTL framework, it became evident that IndiGo’s difficulties were “purely internal and operational.”

“This is a day-to-day operations matter that IndiGo should have managed better. They were responsible for handling their crew and roster. Our responsibility is FDTL compliance — and there has been absolutely no compromise on that,” the Minister asserted.

Naidu confirmed that a formal inquiry into the IndiGo disruption is currently underway. He reiterated that the government’s response would be firm and decisive.

“We will take strict action and set an example so that such non-compliance does not happen in the future,” he said, signalling strong accountability for aviation safety and passenger welfare.
