Trump Signs “America First” Space Executive Order, Pledges Moon Return by 2028 and Permanent Lunar Outpost by 2030

Washington, Dec 2025: US President Donald Trump has signed a landmark executive order outlining an “America First” vision for space, committing the nation to a return to the Moon by 2028 and the establishment of a permanent lunar outpost by 2030. The directive also emphasizes expanding the United States’ national security, commercial, and technological capabilities beyond Earth.

Titled Ensuring American Space Superiority, the executive order positions space leadership as a core element of national power, economic growth, and security. It directs federal agencies to align policy, spending, and regulatory measures to support a more assertive US posture in orbit, cislunar space, and beyond.

“Superiority in space is a measure of national vision and willpower,” the order states, linking American space dominance to “the Nation’s strength, security, and prosperity.” It calls for policies that protect vital interests, extend human discovery, and promote commercial development in space.

Under the order, NASA’s Artemis program is tasked with returning humans to the Moon by 2028. The policy further envisions the deployment of initial elements of a permanent lunar outpost by 2030. The directive emphasizes sustainability and cost-effectiveness in launch systems, supporting commercial launch services and accelerating lunar exploration architectures.

The executive order also prioritizes national security enhancements, including the development of next-generation missile defense technologies by 2028, improved detection and mitigation of threats from very low Earth orbit through cislunar space, and measures to prevent the deployment of nuclear weapons in space. The administration aims to create a more responsive national security space architecture through accelerated acquisition reforms and integration of commercial capabilities.

A White House fact sheet highlighted the economic focus of the plan, aiming to generate at least $50 billion in additional private investment in US space markets by 2028. Key initiatives include modernizing launch and reentry infrastructure, improving efficiency through policy reforms, and establishing a commercial pathway to replace the International Space Station by 2030.

The executive order also encourages advanced technologies, such as deploying nuclear reactors on the Moon and in orbit, with a lunar surface reactor targeted for launch readiness by 2030. Additional priorities include enhanced space-based weather forecasting, improved navigation and positioning services, better space traffic management, and stronger orbital debris mitigation to ensure long-term sustainability of operations in space.

International cooperation is also emphasized. The order directs the State Department to ensure that civil space agreements support US policy priorities and strengthens partnerships with allies to enhance collective space security.

By combining human exploration, commercial expansion, technological innovation, and security measures, the Trump administration aims to solidify US leadership in space and create a comprehensive framework for long-term American space superiority.
