New Delhi, December 2025 : To reduce pollution levels in the national capital and modernise the transport system, the government led by Chief Minister Smt. Rekha Gupta has prepared a comprehensive framework for an Electric Vehicle (EV) Policy. The government’s primary objective is to make the adoption of electric vehicles so seamless that they become the first choice of every resident of Delhi. The policy is likely to be implemented from the next financial year.

An effective policy for a cleaner future of the Capital
Chief Minister Smt. Rekha Gupta stated that the Delhi Government’s EV Policy will play an effective role in controlling pollution in the Capital. She said that emissions from vehicles are a major contributor to air pollution.

The policy, she emphasised, is not merely about providing financial incentives, but about securing a clean future for Delhi. When every citizen adopts EVs, there will be a direct reduction in PM 2.5 and PM 10 levels. The government is integrating charging infrastructure and subsidies in a manner that enables Delhi to emerge not only as the country’s, but also the world’s, ‘EV capital’. In this fight against pollution, technology and government support are our strongest tools.

Subsidies to bridge the price gap

The Chief Minister clarified that under the forthcoming policy, the government’s primary focus will be on financial incentives. To reduce the significant price difference between petrol–diesel (ICE) vehicles and electric vehicles, adequate subsidies will be provided. In addition, the Delhi Government has already abolished road tax and registration fees on the purchase of EVs, making new vehicles significantly more affordable.

Vehicle Scrappage Incentive

The Chief Minister said that people often express concern about what will happen to their old vehicles if they purchase an EV. To address this, the government has formulated a ‘scrapping’ plan for old vehicles. A ‘scrapping incentive’ scheme is being introduced to remove highly polluting vehicles from the roads. If a citizen scraps an old petrol or diesel vehicle, they will receive additional financial benefits while purchasing a new EV. This system will encourage residents of Delhi to shift towards electric vehicles.

Coordination with Manufacturers and Stakeholders

Chief Minister Smt. Rekha Gupta said that the government has instructed vehicle manufacturers (OEMs) to ensure coordination in line with demand. Manufacturers have been asked to ensure the timely supply of vehicles as per market requirements and to keep prices reasonable. Before finalising the policy, extensive consultations are underway with power distribution companies (Discoms), vehicle manufacturers and scrap dealers, and the draft policy will be made public to invite suggestions from citizens.

Charging stations in residential colonies as well

The Chief Minister also stated that the Delhi Government is emphasising a ‘single-window’ system and network expansion for EV infrastructure. Along with major public locations, public charging points will now also be installed near residential colonies. Facilities for the scientific disposal of old batteries and battery swapping will be developed so that users do not have to wait for long charging times. She added that vehicle owners will be given sufficient and reasonable time to transition to electric mobility.

Delhi Government realising the Prime Minister’s vision

According to the Chief Minister, Prime Minister Shri Narendra Modi has repeatedly reiterated on global platforms India’s commitment to achieving the target of ‘Net Zero’ emissions by 2070. The Prime Minister believes that electric vehicles are not merely a means of curbing pollution, but a symbol of a progressive ‘New India’. He has also stated that the electrification of transport will not only protect the environment, but also reduce dependence on crude oil imports and create millions of green jobs for the youth.

The Chief Minister said that the Delhi Government is making sustained efforts to realise this vision. She firmly believes that given Delhi’s geography and climate, there is no viable alternative to zero-emission vehicles. The government considers EVs not a luxury, but a necessity. The objective is to ensure that EVs are affordable for every middle-class family in Delhi and that charging them is as easy as charging a mobile phone.

High-Level Committee on EV Policy

To ensure that the EV Policy is completely robust and error-free, Chief Minister Smt. Rekha Gupta has constituted a high-level Group of Ministers (GoM) under the chairmanship of Energy and Education Minister Shri Ashish Sood. Formed around four months ago, the committee has held several intensive meetings involving direct interaction with technical experts and stakeholders.

With the support of experts from IIT Delhi and other advisers, the committee has developed a scientific framework that will provide long-term solutions to persistent challenges such as battery recycling and charging infrastructure. Shri Ashish Sood recently stated that the committee is not only examining subsidies, but is exploring all possible measures to make the Capital zero-emission. The committee is also incorporating expert recommendations on environmentally friendly battery disposal into the policy.
