Ukraine Reports “Constructive” Peace Talks With US and Europe, Progress on 20-Point Plan
Kyiv, Dec 2025 : Ukraine’s top peace negotiator Rustem Umerov described three days of talks with US and European partners in Florida as “productive and constructive,” signalling renewed momentum in diplomatic efforts to secure a long-term settlement to the conflict with Russia.
In a Facebook post, Umerov said discussions with the United States centred on further development of Ukraine’s 20-point peace plan. Talks also focused on aligning positions on multilateral and US security guarantees, coordinating approaches to future negotiations, and advancing a long-term economic and prosperity framework. According to Umerov, both sides reviewed timelines and steps required to move forward.
Umerov emphasised that Ukraine remains committed to achieving a “just and sustainable peace,” rooted in security, sovereignty, and stability. “Our shared priority is to stop the killing, ensure guaranteed security, and create conditions for Ukraine’s recovery, stability, and long-term prosperity,” he said. Peace, he added, must offer not only a halt to hostilities but also a firm foundation for a secure future.
He noted that European national security advisors joined the talks to ensure unified strategic direction between Kyiv, Washington, and Europe. This involvement, he said, reflects a growing international effort to shape coordinated steps toward peace and reconstruction.
US Presidential Special Envoy Steve Witkoff also issued a statement on X, confirming the progress made in Florida. He described the series of meetings held over the past three days as “productive and constructive,” echoing Umerov’s assessment.
The Ukrainian delegation included Umerov, who also serves as Secretary of the National Security and Defense Council, along with Andriy Hnatov, Chief of the General Staff of the Armed Forces of Ukraine. The US team was led by Witkoff and included Jared Kushner, a close adviser to US President Donald Trump, and White House staff member Josh Gruenbaum.
Parallel to these talks, Russian President Vladimir Putin’s special envoy Kirill Dmitriev met separately with US officials in Miami. Dmitriev said on Saturday that these conversations were also unfolding constructively, suggesting growing diplomatic engagement on multiple channels.
The meetings followed remarks by President Putin during his year-end press conference in Moscow on Friday, where he said Russia is open to a negotiated end to the Ukraine crisis — provided underlying issues are addressed. Putin claimed the next steps now depend on Ukraine and its European allies, stating that “the ball is entirely in the court of Ukraine and its European sponsors.”
While major challenges remain, the Florida meetings mark one of the most significant recent developments in international diplomacy surrounding the war, raising cautious hopes for future progress.
