Canada Pledges $2.5 Billion in Support to Ukraine Amid Ongoing Peace Talks

Ottawa, Dec 2025 : Canadian Prime Minister Mark Carney on Saturday announced new financial support for Ukraine, pledging 2.5 billion Canadian dollars (approximately 1.83 billion US dollars) during a meeting with visiting Ukrainian President Volodymyr Zelensky. The funding package will facilitate International Monetary Fund (IMF) loans to Ukraine, in addition to debt service suspension and loan guarantee programs, according to a statement from the Prime Minister’s official website.

Carney and Zelensky held a bilateral meeting in Halifax to discuss the latest developments in ongoing peace negotiations. The two leaders also participated in a call with European counterparts to coordinate joint efforts aimed at strengthening Ukraine’s security and supporting its recovery.

“Canada has committed new support to Ukraine, not only to help end this war, but also to help the Ukrainian people recover and rebuild,” Carney stated.

Zelensky’s visit to Canada served as a stopover before his trip to Florida to meet US President Donald Trump. Reports indicate that Zelensky is scheduled to present a 20-point peace plan to Trump, likely at the Mar-a-Lago estate in Palm Beach, on Sunday, focusing on resolving the Ukraine crisis and advancing ceasefire measures.

During the Halifax meeting, Zelensky emphasized the importance of collaboration with the United States and other allied partners, stating, “In the coming days, much can be accomplished both bilaterally between Ukraine and the United States, as well as with our Coalition of the Willing partners. It is critical that we jointly and constructively bolster Ukraine’s ability to protect life, reinforce our front-line positions, and enhance the effectiveness of the negotiation process. Right now, it is Russia that is dragging its feet and trying to waste time.”

The visit followed a phone conversation between Carney and Zelensky on Friday. According to a readout of the call, Carney commended Zelensky “for his continued efforts to secure a just and lasting peace for the people of Ukraine, and the courage of the Ukrainian people as they face another winter of Russian aggression.”

The Canadian commitment underscores the country’s steadfast support for Ukraine in the face of ongoing military and economic challenges. By providing substantial financial resources, Canada aims to enhance Ukraine’s capacity to meet immediate fiscal obligations while sustaining critical infrastructure and defense needs.

Both leaders highlighted the importance of international cooperation in resolving the conflict and stressed that sustained, coordinated support from allies is essential to counter ongoing aggression, safeguard Ukrainian civilians, and create conditions for lasting peace.
