Excise & Narcotics Minister Attends Charity Fund Distribution and Mental Health Sensitisation Programme at TBCC
Aizawl, January 2026: Pu Lalnghinglova Hmar, Minister for the Excise & Narcotics Department, today attended as the chief guest a programme held at the Tawngtai Bethel Camping Centre (TBCC), Sakawrtuichhun. The event was jointly organised by Music Domain Mizoram (MDM), Mizoram State Legal Services Authority (MSLSA), and the National Health Mission (NHM), and included the ‘MDM Winter Blast 2025 Charity Fund Distribution’ and a ‘Sensitisation on Mental Health under Legal Services to the Victims of Drug Abuse & Eradication of Drug Menace Scheme’.
On the occasion, financial assistance collected from MDM Winter Blast 2025 was handed over to Pi Lalhmangaihi, wife of TBCC Founder Pu T.T. Zothansanga, along with an additional Rs 2 lakh provided by the Excise & Narcotics Department as support.
Addressing the gathering, Minister Pu Lalnghinglova Hmar encouraged the inmates of TBCC not to lose hope. He said that many people had successfully returned to a normal life after overcoming substance abuse and reminded them that as long as life remains, there is always purpose and meaning. Even in the most difficult circumstances, he urged them to look ahead with hope and work towards leaving TBCC in a much better condition than before. He further assured that the government continuously monitors issues related to drug abuse and remains committed to rehabilitation and recovery efforts.
Speaking on the occasion, Pu Vincent Lalrokima, Member Secretary, MSLSA, stated that MSLSA has been established to provide support to people facing hardships. He explained that Legal Services Authorities at district courts and Legal Aid Clinics are functioning to assist those in need. He advised that individuals affected by drug abuse who are seeking the right path in life, or who are facing difficulties and are unsure where to go, should approach the District Courts for assistance.
Pu Vanlalruata, Mental Health Counsellor, Tele Mental Health Assistance and Networking Across States (Tele MANAS), Mizoram, also addressed the programme. He explained that according to the World Health Organization (WHO), health is not merely the absence of illness or weakness but includes physical, mental, and social well-being. He described substance abuse as a chronic relapsing brain disorder, meaning it can recur even after long periods of recovery. He informed that support services are available at eight District Hospitals for individuals affected by substance abuse and mental health issues, and that assistance can be accessed at any time through the helpline 14416.
The programme was chaired by Pu K. Lalremruata, Assistant Secretary, MDM, while the vote of thanks was delivered by Pu J.H. Lungmuana, ECM, MDM. Pu Tea Boitlung, President, MDM, also addressed the gathering, and a report was presented by Pu Danny Vanchhong, General Secretary, MDM.
A similar programme was also organised yesterday at Operation Kingdom Ministry (OKM) Home, Phunchawng, under the leadership of Pu TBC Lalvenchhunga, Advisor to the Chief Minister (Finance).
