State Government positions AI as cornerstone of Citizen-Centric, transparent and efficient governance : CM Dr. Mohan Yadav

Chief Minister Dr. Mohan Yadav stated that the State Government is taking concrete steps to establish Artificial Intelligence (AI) as the cornerstone of citizen-centric, transparent and efficient governance. He said that AI-based administrative systems, management practices, technological innovations and academic research will play a decisive role in achieving the goal of Viksit Bharat @2047. The Chief Minister said that Prime Minister Shri Narendra Modi is working tirelessly to advance India in every sector, and Madhya Pradesh is moving forward in alignment with his vision. He highlighted that Madhya Pradesh is not only a land of spiritual heritage, with centers associated with Lord Shri Krishna and Adi Shankaracharya, but is also progressing with strong human values.

Chief Minister Dr. Yadav stated that the State Government is effectively utilising AI across departments for the implementation of public welfare schemes. AI has emerged as a transformative force for governance, industry and society. The state will soon introduce a dedicated AI Policy, and AI initiatives will be undertaken in mission mode. He added that there are immense possibilities for AI deployment in sectors such as mining and healthcare.

Chief Minister Dr. Yadav addressed the gathering after inaugurating the ‘Madhya Pradesh Regional AI Impact Conference–2026’ on Thursday at Taj Lakefront in Bhopal. He inaugurated the conference by lighting the ceremonial lamp. Chief Minister Dr. Yadav flagged off the Skill Rath under the AI Literacy Mission for Future Skills for an AI-Powered India. He also launched the Madhya Pradesh SpaceTech Policy–2026. Several Memorandums of Understanding (MoUs) were exchanged in his presence.

Awards Presented to Hackathon and Innovation Competition Winners

Chief Minister Dr. Yadav felicitated the winners of the Ujjain Mahakumbh Hackathon, organised for the management of Ujjain Simhastha–2028, and the Madhya Pradesh Innotech Competition.

Additional Chief Secretary, Science and Technology, Shri Sanjay Dubey, presented the state’s flagship AI vision titled ‘AI for People, Planet and Progress – Madhya Pradesh Roadmap to Impact’. A short film on Yuva AI for All, launched under the AI Literacy Mission to make AI a national movement, was also screened.

Managing Director, MP State Electronics Development Corporation Ltd., Shri Ashish Vashistha, highlighted the objectives of the conference and stated that MPSEDC is the nodal agency under the Science and Technology Department for establishing AI infrastructure in the state.

SpaceTech Policy: Promoting Space-Based Applications

Chief Minister Dr. Yadav launched the state’s SpaceTech Policy at the Regional AI Impact Conference. He stated that the policy will position Madhya Pradesh as a leading and future-ready hub in India’s emerging space sector. Under the policy, SpaceTech start-ups, MSMEs and industries will receive financial, infrastructural and research support to promote space-based applications in agriculture, disaster management, water resources and urban planning. The policy aims to boost investment, innovation and strengthen Madhya Pradesh’s role in the national space ecosystem.

7 MoUs Signed to Promote Innovation and Skill Development

In the presence of the Chief Minister, the Science and Technology Department signed six MoUs with Youngovator (Answer Foundation), CEEW (Council on Energy, Environment and Water), Google, NASSCOM, AISECT and Bhashini.

These MoUs aim to promote innovation and robotics in educational institutions, develop AI-based research and decision-support systems for climate change and sustainable development, encourage AI and cloud adoption in government departments, establish AI Centres of Excellence, enhance skill development, ensure access to national AI compute and data resources, expand digital literacy and AI awareness in rural and underserved areas, and strengthen AI-enabled governance.

An MoU was signed between IndiaAI and the Department of Technical Education, Skill Development and Employment. Under the IndiaAI Mission, 570 Data and AI Labs are being established in Tier-2 and Tier-3 cities across the country, including 30 labs in Madhya Pradesh.

AI Is Now a Powerful Tool Linked to Policy, Society and Economy: Chief Secretary Shri Jain

Chief Secretary Shri Anurag Jain stated that the adoption of AI will enhance administrative efficiency and make decision-making faster, more accurate and citizen-centric. He described the conference as a significant step toward strengthening India’s AI ecosystem ahead of the India AI Impact Summit–2026. He emphasised that AI will play a critical role in achieving the sustainable economic development goals envisioned by Prime Minister Shri Modi. He underlined the importance of skilling and re-skilling, emphasising collaboration between industry and academia. He stated that the future will be driven by research, innovation and knowledge. Referring to the achievements of Digital Public Infrastructure, he cited UPI as India’s global identity and noted that initiatives like Samagra ID are promoting data-driven, family-centric governance in Madhya Pradesh.

Four Key Pillars Identified for Effective AI Implementation: ACS Shri Dubey

Additional Chief Secretary Shri Sanjay Dubey said the state has developed a clear and long-term AI roadmap based on the principle of ‘AI for People, Planet and Progress’. He emphasised that AI is no longer an   experimental technology but a core governance capability. To ensure effective AI implementation, the state is strengthening four key pillars—infrastructure, data, talent and strategy. Infrastructure development includes GPU-enabled compute resources, secure and scalable digital platforms and shared state-level AI infrastructure accessible to government, start-ups, industry and MSMEs.

In the data domain, administrative, sectoral and geospatial data are being integrated for analytics to ensure high-quality, reliable and interoperable datasets. For talent development, officials, field staff and students are being trained in AI, data science and governance. The strategy focuses on mission-based, responsible and ethical AI, with emphasis on human-in-the-loop systems, transparency and reusable solutions. The state’s five-year AI vision seeks to institutionalize AI as a core governance capability rather than a standalone project, positioning Madhya Pradesh as a live testbed for responsible AI and inviting collaboration with startups, industry and academia.

India’s Youth Leading Global Companies: CEO IndiaAI Shri Singh

Additional Secretary, Ministry of Electronics and IT and CEO IndiaAI, Shri Abhishek Singh, said India’s youth are leading top global companies. He noted that India currently ranks third globally in AI implementation. He said that India’s AI Mission, implemented under the leadership of the Prime Minister, is based on seven key pillars. Indigenous AI datasets have been developed, and the Bhashini portal has been launched for translation. Indigenous platforms similar to ChatGPT are being developed and will be launched before the National AI Summit in February. AI research fellowships have been initiated, and AI Data Labs are being established across the country, including 30 in Madhya Pradesh, which will train thousands of youth as data analysts.

Madhya Pradesh Innovation Expo Inaugurated

The conference also witnessed the inauguration of the Madhya Pradesh Innovation Expo, featuring the IndiaAI Pavilion, MP Pavilion and a Start-up Showcase. The MP Pavilion showcased AI-driven governance innovations aimed at making administration more accurate, transparent and outcome-oriented.

AI-based initiatives include real-time crop image quality checks through the Revenue Department’s SAARA-DCS app, AI-driven district performance reports under MGNREGA, the Agriculture Department’s AGRIGIS system for crop forecasting and insurance claim settlement, AI-enabled LCMS for case management in the Labour Department, and AI-powered smart policing for crime control and citizen safety.

The IndiaAI Pavilion showcased national AI projects and start-ups, presenting India as an emerging global AI powerhouse.

AI Awareness to Reach Rural Areas Through Skill Rath

A video on the National AI Literacy Programme was screened at the conference, highlighting the Government of India’s efforts to develop AI literacy as a fundamental life skill. Under the Yuva AI for All campaign, AI literacy is being expanded nationwide.

Through mobile AI computer labs (Skill Rath), AI awareness and foundational training will reach government schools, colleges, ITIs, teachers and government officials, especially in rural and semi-urban areas, helping bridge the digital divide. Aligned with Digital India, Skill India and NEP–2020, the mission aims to prepare youth for AI-enabled careers, promote ethical and responsible AI use, strengthen AI-based governance and ultimately build an AI-ready Madhya Pradesh.
