Lucknow, January 2026 : The entire country is celebrating the birth anniversary of Netaji Subhas Chandra Bose, the great son of Mother India and the great hero of the freedom movement, as Parakram Diwas today, inspired by Prime Minister Narendra Modi. On this occasion, to express respect and gratitude towards Netaji, a mock drill was organized by the Uttar Pradesh Civil Defence Organization. This splendid mock drill is an important step towards preparing the state for every kind of situation. These things were said by Chief Minister Yogi Aditynath during the blackout mock drill organized for rescue and awareness in emergency situations at the police lines on the birth anniversary of Netaji Subhas Chandra Bose on Friday.
Chief Minister Yogi Aditynath said that the sentiment of ‘Nation First’ was given to the country by Netaji Subhas Chandra Bose during the freedom movement. In line with that sentiment, he formed the Indian National Army for India’s independence. To present the strength of India’s women’s power to the world, he formed the Rani Laxmibai Brigade and made the country aware of women’s power at that time itself. Whether inside India or abroad, wherever Netaji stayed, the contribution he made for India’s independence, every Indian is grateful for it and honors him as a national hero. CM said that today’s mock drill inspires us all to always be prepared for even and odd situations. Be it wartime or peacetime, disaster or sudden accident, society has undisputedly accepted the role of Civil Defence Organization as ‘First Responder’ in every situation. Keeping this importance in mind, Civil Defence Organization has been formed in all 75 districts of Uttar Pradesh.
Thanking the Civil Defence Organization, the Chief Minister said that now the recruitment process is moving towards completion in all 75 districts. Sirens have been installed and such mock drill programs are being organized in all 75 districts of the state. He said that in reality, depending on the government for every task cannot be the quality of a self-reliant society. The first condition of self-reliance is that we also think about our country and society and move such efforts forward together with the government, so that the speed of tasks can increase manifold. With this thinking, this campaign is being advanced through the volunteers associated with the Civil Defence Organization and mock drills are being held today in 75 districts. CM said that now the Civil Defence Organization is not limited only to festivals and peacetime. Festivals, floods or other disasters, any incident-accident, managing traffic smoothly in major events or if the enemy imposes war on the country, then managing society’s arrangements in wartime, the role of Civil Defence Organization is important in every situation. Through this mock drill, this capacity has been presented today.
Chief Minister said that this is a good effort and it should become a continuous part of our practice. He said that along with war, we will have to do continuous practice for disaster management, to prevent accidents and if an accident happens, to provide timely treatment to the victim. The victim’s life is priceless and everyone will have to work together to strengthen the ‘Golden Hour’ arrangement. In the state, the recruitment process of ‘Disaster Friends’ is also being advanced through SDRF. Those who will work as Disaster Friends will be given priority in Home Guard recruitment in Uttar Pradesh. Currently, the recruitment process of 45 thousand Home Guards is underway and if needed, they will be trained as Disaster Friends. He said that Home Guard volunteers as First Responders can provide great help in relief works at the spot and we all should remain aware of their importance. In today’s time, development is increasing at a rapid pace, tourism has increased rapidly and infrastructure has become state-of-the-art. In such a situation, if there is an incident like a fire in a high-rise building somewhere, regular mock drills are necessary for how Civil Defence Organization or Disaster Friends can contribute as First Responders.
Chief Minister said that if a flood-like situation arises somewhere, then if Civil Defence Organization stands to help the administration before NDRF and SDRF arrive, then loss of life and property can be minimized with society’s cooperation. This should be made a part of regular practice. Chief Minister said that it is not enough to be prepared only when a crisis comes, but we will have to always be prepared for it even in normal life, only then success will be achieved.
