Patna, October 2026: Bihar Chief Minister Samrat Choudhary on Thursday said the state government aims to transform one crore families into entrepreneurial families and make Bihar economically self-reliant by expanding opportunities in industry, employment, education, infrastructure and energy.
Addressing a programme organised by the Industries Department at Bapu Sabhagar in Patna, the Chief Minister launched a one-day orientation programme for beneficiaries selected under the Mukhyamantri Udyami Yojana and distributed the first instalment of financial assistance to beneficiaries.
Choudhary also formally launched the Bihar MSME Policy 2026 and inaugurated MSME centres established in all districts of the state. He released booklets based on the Bihar MSME Policy 2026, the Mukhyamantri Micro, Small and Medium Industry Cluster Development Scheme 2026 and the Micro and Small Enterprise Facilitation Council Regulations 2026.
During the programme, the Chief Minister distributed symbolic cheques to beneficiaries selected under the Mukhyamantri Udyami Yojana for 2025-26. Funds relating to the first, second and third instalments were transferred into the bank accounts of more than 7,000 beneficiaries.
Choudhary said the government's priority was to connect one crore families of Bihar with entrepreneurship and economic self-reliance. He said the vision of former Chief Minister Nitish Kumar to make Bihar prosperous and Prime Minister Narendra Modi's vision of a developed India would be pursued through extensive work over the next five years in industry, employment, education, infrastructure and energy.
Referring to the Centre's support for the MSME sector, Choudhary said Prime Minister Modi had made a provision of Rs 10 lakh crore for MSMEs, with Bihar expected to receive at least one-tenth of the allocation. He thanked the Prime Minister for the support and said it would provide fresh momentum to small and medium enterprises in the state.
The Chief Minister said 45,000 entrepreneurs were being developed through MSMEs under the Mukhyamantri Udyami Yojana. These include 14,000 entrepreneurs from Scheduled Castes and Scheduled Tribes, 10,000 from Extremely Backward Classes, 9,500 women, 9,000 youth and 2,500 entrepreneurs from minority communities.
The state government is spending around Rs 3,500 crore under the scheme, he said, adding that instalment amounts were transferred to 7,000 beneficiaries at Thursday's programme.
Choudhary said MSME centres had been established in every district to provide entrepreneurs with necessary guidance and support at the local level. He said the objective was to create sufficient employment opportunities within Bihar so that people would not have to migrate to other states in search of jobs.
“Our effort is to ensure that Bihar's youth do not remain job seekers but become entrepreneurs who provide employment to others,” he said.
The Chief Minister said infrastructure development was also progressing rapidly across the state. Along with rural roads, highway and expressway networks were being expanded, while the Patna Metro project was also moving towards completion.
Highlighting developments in the education sector, Choudhary said Saraswati Vidya Niketans, or model schools, had been established at 700 locations across Bihar. These institutions would provide students with facilities to prepare for competitive examinations such as NEET and JEE.
He said the Vidyaarthi Saathi App would provide students with access to 24x7 online tutoring facilities. A large number of students are using online classes late into the night, he said, describing it as an indication of growing interest in education.
The Chief Minister added that 211 degree colleges had already been opened in the state and work would be undertaken to introduce science streams in these colleges from the next academic year.
Choudhary said the government was also taking steps to give preference to products manufactured in Bihar in government procurement. Under the Purchase Preference Act, between 25 and 40 per cent of government purchases would be made from products manufactured within the state.
He said the government had set a target of attracting Rs 5 lakh crore in investment through the PPP model to promote industrial investment in Bihar. Over the next five years, efforts would also be made to make 20,000 MW of electricity available to industries.
Highlighting the state's tourism potential, the Chief Minister said work would be undertaken to construct ropeways at 20 important locations across Bihar over the next two years. A private company has also shown interest in constructing a ropeway between Marine Drive and Sonpur, he said.
Choudhary said the government also aimed to strengthen the energy system in the agriculture sector. All agricultural feeders in Bihar would be connected to 100 per cent solar energy within the next year, he said.
The Chief Minister said the ultimate objective of development was to bring prosperity and economic self-reliance to every section of society. He appealed to people to join hands with the government in making Bihar prosperous and creating a new image for the state.
Before the formal inauguration of the programme, Choudhary inspected stalls set up by entrepreneurs under the Mukhyamantri Udyami Yojana. He interacted with the entrepreneurs and sought information about their products, quality and demand among consumers.
Industries and Sports Minister Shreya Singh, Minority Welfare Minister Mohammad Zama Khan, Backward Classes and Extremely Backward Classes Welfare Minister Rama Nishad, Scheduled Castes and Scheduled Tribes Welfare Minister Lakhendra Kumar Raushan, and Industries Department Secretary Kundan Kumar also addressed the programme.
Chief Secretary Pratyaya Amrit, Chief Minister's Secretary Lokesh Kumar Singh, Industries Department Secretary Kundan Kumar, SC/ST Welfare Department Secretary Sandeep Kumar R. Pudukkalkatti, General Administration Department Secretary Mohammad Sohail, BIADA Managing Director Naveen Kumar, MSME Director Aman Sameer, Industries Director Mukul Kumar Gupta and other senior officials, entrepreneurs and dignitaries were also present.
