Chief Minister Dr. Mohan Yadav directly interacted with various complainants and heard their grievances during the district-level resolution programme held in Barwani under the Chief Minister’s Jan Vishwas Abhiyan. He directed officials to ensure that eligible beneficiaries receive the benefits of government schemes within the prescribed time frame. The Chief Minister also directed officials to fix accountability and take action against those responsible for unnecessary delays in resolving cases.
Chief Minister Dr. Yadav directed the immediate suspension of then Tehsildar Smt. Asha Parmar and Patwaris Mangilal Narganwe and Lalit Borse for failing to complete a mutation case within the stipulated time. He also ordered the suspension of two Chief Municipal Officers (CMOs), Mayaram Solanki and Jagdish Dhakad, and Assistant Engineer Raju Dawar for delay in releasing instalments under the PM Awas Yojana. A show-cause notice was ordered to be issued to S.K. Sinha, Joint Director, Urban Administration, Indore. The Chief Minister said that officials who perform exceptionally well will be honoured, while those found negligent will face disciplinary action.
Tehsildar and Patwaris Ordered to be Suspended for Delay in Mutation
Chief Minister Dr. Yadav sought details from complainant Shri Ajay Lal of Rajpur Tehsil regarding his grievance. He informed the Chief Minister that he had submitted a complaint in November 2025 regarding registration and payment under the PM Kisan Samman Nidhi. The payment was delayed due to a change in the process. The complainant also stated that following the death of his father in 2016, an application for mutation had been submitted, but the mutation was completed only in 2022.
Chief Minister Dr. Yadav, taking serious note of the nearly six-year delay in the mutation process, directed the immediate suspension of then Tehsildar Asha Parmar, currently posted as Deputy Collector, Dhar, for negligence and delay during the relevant period. He also ordered the suspension of Patwaris Mangilal Narganwe and Lalit Borse, who were found responsible in the matter.
Two CMOs and Assistant Engineer Ordered to be Suspended for Delay in PM Awas Instalment
Chief Minister Dr. Yadav discussed a Pradhan Mantri Awas Yojana (Urban) case with complainant Shri Rupesh Sharma. Shri Sharma informed him that he had applied under the scheme in 2019. Geo-tagging was completed in 2022, followed by the process for release of the instalment in 2023. However, he did not receive the instalment as his name was lower on the priority list. The first instalment was eventually received on August 10, after completion of the house.
Chief Minister Dr. Yadav said that it was unacceptable for an eligible beneficiary under a government housing scheme to be denied timely financial assistance for house construction. Taking serious note of the delay, he directed the suspension of the two CMOs posted during the relevant period, Mayaram Solanki and Jagdish Dhakad, along with Assistant Engineer Raju Dawar. A show-cause notice was also ordered to be issued to S.K. Sinha, Joint Director, Urban Administration, Indore, in connection with the case.
Action Ordered for Delay in Sambal Scheme Assistance
Chief Minister Dr. Yadav interacted with Shri Hari Nimva Thakur, a complainant from Pansemal, regarding a case under the Madhya Pradesh Unorganised Urban/Rural Workers Welfare Board’s Sambal Yojana for funeral and ex-gratia assistance. The complainant stated that he had applied for financial assistance on April 11, 2019, but had not received the benefit. The inquiry revealed that beneficiaries lower on the priority list had received benefits earlier, with a total of 16 such cases coming to light.
Chief Minister Dr. Yadav said that financial assistance schemes are intended to support poor and needy families. Taking serious note of the delay in providing assistance to an eligible beneficiary, he directed the suspension of Saurabh Singh Thakur, then Chief Executive Officer of the Janpad Panchayat, who was found responsible for the case.
Inquiry Ordered into Delay in CM Bal Ashirwad Yojana Payment
Chief Minister Dr. Yadav interacted with complainant Shri Mohsin Mansuri and beneficiary Mohammad Kaif Mansuri regarding a case from Sendhwa Development Block under the Women and Child Development Department. The complainant stated that an application had been submitted under the Chief Minister Bal Ashirwad Yojana for his nephew and that all formalities related to the application had been completed on time. However, payment could not be made due to non-availability of budget. After the budget was received, the amount for nine months was paid in a lump sum. Chief Minister Dr. Yadav directed an inquiry into the reasons for the delay in payment.
Inquiry Ordered into Delay in Livestock Insurance Claim
Chief Minister Dr. Yadav also reviewed a livestock insurance case from Sendhwa Development Block involving complainant Shri Bhav Singh Muvakya and beneficiary Shri Hari Jagan Mehta under the Animal Husbandry and Dairy Department. The complainant informed him that the insurance amount was not received on time following the death of the livestock. It was informed that the post-mortem and application process had been completed within two days of the animal’s death, but payment could not be made due to a technical issue with the insurance company.
Following continuous efforts, the insurance amount was eventually paid. Chief Minister Dr. Yadav also sought information regarding the case being specially closed at the L-3 level by the Poultry Development Corporation. Taking serious note of the fact that the entire process had taken more than two years, CM Dr. Yadav ordered an inquiry into the insurance company’s negligence and the possible lapse at the Bhopal level. He directed that action be taken against those found responsible in the inquiry.
Delay in Resolving Public Grievances Not Acceptable
Chief Minister Dr. Yadav directed officials to ensure that eligible beneficiaries receive the benefits of government schemes within the stipulated time and that there is no unnecessary delay in resolving grievances. He also ordered that accountability be fixed in pending cases and that their prompt disposal be ensured. The Chief Minister said that citizens should not have to make unnecessary visits to government offices to access their rights and benefits under government schemes. Delay in resolving grievances will not be tolerated under any circumstances. He directed officials to deal with every complaint with sensitivity and seriousness and ensure its prompt resolution.
Chief Minister Dr. Yadav said that the objective of the Chief Minister’s Jan Vishwas Abhiyan is to further strengthen trust between the Government and citizens and ensure effective resolution of grievances on the spot. He made it clear that if negligence or unnecessary delay is found in the implementation of government schemes or resolution of complaints, accountability will be fixed and action will be taken against the concerned officials and employees.
