Jaipur, September 2026: The Rajasthan government is preparing a comprehensive vision document to completely curb the trafficking and consumption of narcotic substances in the state, with a detailed action plan to be implemented on the ground based on its recommendations.
Chief Secretary V. Srinivas, while chairing the 12th state-level Narcotics Coordination Centre (NCORD) meeting at the Secretariat on Tuesday, directed all departments to submit their respective vision documents and action plans at the earliest.
He said the state’s campaign against drug abuse would be pursued through four key strategic pillars — enforcement, including intelligence and operations; control of precursor and synthetic drugs; demand reduction and harm reduction; and capacity building and coordination.
Educational Institutions to Move Towards Drug-Free Campuses
Srinivas said the youth are the future of the state and protecting them from the harmful effects of drugs is a priority for the government.
He directed officials to accelerate efforts to declare schools, colleges and universities as “drug-free campuses” and ensure that students receive a safe and addiction-free environment. The departments concerned were asked to implement the initiative within a defined timeline so that educational institutions can develop into completely drug-free campuses and provide young people with a healthy and positive atmosphere.
Stronger Monitoring of Drug Trafficking
The Chief Secretary directed the Narcotics Department to provide the GST Department with a list of chemicals that could be used in the manufacture of narcotic substances.
He also instructed officials to integrate state excise transaction data with the CBN portal and the Customs ICEGATE system to strengthen monitoring of drug trafficking and improve coordination among enforcement agencies.
Campaign to be Turned into a Mass Movement
Srinivas called for a state-wide public awareness campaign through various communication and publicity platforms to transform the anti-drug initiative into a mass movement.
He directed all departments to work with clearly defined targets and in close coordination to achieve the objective of making Rajasthan completely drug-free.
Financial Investigations and Property Seizures to be Accelerated
The meeting was informed that, as part of strict action against illegal narcotics trafficking, properties worth more than Rs 73 crore have so far been attached.
The Chief Secretary directed officials to accelerate financial investigations and the process of identifying and attaching properties linked to drug trafficking and related illegal activities.
Steps to Prevent Illegal Cultivation of Narcotic Crops
Director General of Police Rajiv Sharma said the Revenue, Forest and Agriculture departments should work together to completely eliminate the illegal cultivation of narcotic crops.
He directed officials to undertake comprehensive surveys and use modern technologies such as satellite imagery and drone mapping to identify and prevent illegal cultivation.
Monthly Review Meetings to Monitor Progress
The meeting decided that regular monthly review meetings would now be held to continuously monitor the progress of the state’s anti-drug campaigns.
The Action Taken Report (ATR) from the previous meeting will also be made a mandatory part of subsequent reviews to ensure greater transparency and speed in implementation.
To further strengthen administrative coordination, all departments concerned were directed to appoint a nodal officer of the rank of Deputy Secretary or above and communicate the details to the Home Department at the earliest.
The meeting was attended by Additional Chief Secretary, Forest Department, Anand Kumar; Additional Chief Secretary, Youth and Sports Affairs Department, Praveen Gupta; Additional Chief Secretary, Home Department, Bhaskar A. Sawant; Inspector General of Police, Anti-Narcotics Task Force (ANTF), Vikas Kumar, and senior officials from the departments concerned.
