New Delhi, October 2026 : The Delhi Traffic Police has announced fresh restrictions on vehicle entry into the national capital under the revised Graded Response Action Plan (GRAP), which will come into effect from November 1, 2026. Motorists have been advised to check whether their vehicles meet the prescribed eligibility criteria before planning their journeys to Delhi.
In a post on social media platform X, the Delhi Traffic Police said vehicle movement would be regulated under the revised GRAP provisions as part of efforts to curb air pollution and improve air quality across Delhi-NCR.
According to the traffic advisory, BS-VI-compliant vehicles, compressed natural gas (CNG) vehicles, electric vehicles and vehicles falling under exempted categories will be permitted to enter Delhi, subject to applicable rules.
However, restrictions will apply to vehicles that do not meet BS-VI emission standards and those without a valid Pollution Under Control Certificate (PUCC). Interstate buses that do not comply with the prescribed emission norms will also face restrictions.
The revised regulations will additionally affect trucks that are not destined for Delhi. Such vehicles will be required to use peripheral expressways instead of entering the national capital. Restrictions will also cover tractors and jugad vehicles, wherever applicable, along with certain vehicles registered outside Delhi.
The traffic police have urged commuters to verify their vehicles' eligibility before travelling and follow official traffic advisories to avoid inconvenience. Motorists requiring assistance or clarification can contact the Delhi Traffic Police helpline numbers 011-25844444 and 1095.
Three FIRs Registered Over Fake No Entry Permissions
Meanwhile, the Delhi Traffic Police has intensified enforcement against violations of traffic regulations amid the implementation of GRAP measures.
In a special enforcement drive conducted on October 27 along Delhi's border areas, the Northern Range Traffic Police registered three FIRs against commercial vehicle operators allegedly using fake No Entry Permissions (NEPs).
The operation was carried out on the directions of Dr Sachin Kumar Singhal, IPS, Deputy Commissioner of Police (Traffic), Northern Range, to inspect commercial vehicles and ensure compliance with traffic regulations during the implementation of Stage I of GRAP.
During the drive, three commercial vehicles were allegedly found operating with forged No Entry Permissions. Following the detection, three FIRs were registered at the respective police stations under Sections 318(2) and 340(2) of the Bharatiya Nyaya Sanhita (BNS), as applicable.
Pollution Control Measures Intensified Across Delhi-NCR
The enforcement measures come amid concerns over deteriorating air quality in Delhi-NCR. The Commission for Air Quality Management (CAQM) had invoked Stage I of GRAP with effect from October 21 after Delhi's air quality deteriorated to the 'Poor' category.
With the revised vehicle restrictions coming into force from November 1, authorities are stepping up checks on vehicles entering the capital, particularly those that do not meet prescribed emission standards.
The Delhi Traffic Police has appealed to motorists and commercial vehicle operators to comply with the revised GRAP regulations, carry valid pollution certificates and check official advisories before entering the city.
