New Delhi, August 2026 : The Delhi Government will implement a modern e-Cabinet system in the national capital. In this direction, Chief Minister Smt. Rekha Gupta held a detailed discussion with experts from the National Informatics Centre (NIC). The meeting focused on a digital system that can make the entire process of Delhi Government Cabinet meetings paperless, more secure, faster and more transparent. The Chief Minister said the Delhi Government is committed to making maximum use of modern technology for administrative reforms and good governance. With the introduction of an e-Cabinet system, the entire process related to Cabinet meetings can be conducted digitally. This will speed up decision-making, strengthen the security of confidential documents and make coordination among departments more effective.
Chief Minister Rekha Gupta said the effective use of technology in governance and administration is the need of the hour. The Delhi Government aims to develop a system that simplifies government processes, enables faster decision-making and allows continuous monitoring of their implementation. Through the e-Cabinet system, all documents related to Cabinet meetings, including Cabinet notes, meeting agendas, annexures, Cabinet decisions and minutes, can be prepared, shared and made available to the concerned officials through a secure digital medium. This will almost eliminate dependence on paper and make the entire process more organised and effective.
She said an important feature of the system is that each minister and officer can be given a different level of digital access based on their responsibilities. All authorised officials, including ministers, the Chief Secretary, Principal Secretaries and departmental secretaries, will be able to access only the relevant documents as required. This will further strengthen the security of confidential information. Chief Minister Rekha Gupta said the proposed system can enable the entire process of submitting Cabinet notes, examining them, granting approvals, forwarding them to the concerned officials and securely preserving them as records for the future to be carried out online. This will reduce unnecessary delays and speed up administrative work.
The Chief Minister said the system can also be securely accessed through tablets during Cabinet meetings. This will allow ministers and senior officials to view all necessary documents instantly during meetings and make the decision-making process more convenient. Another major benefit of such a system is that the action being taken by the concerned departments on any Cabinet decision can be continuously monitored. This will help ensure the time-bound implementation of decisions and enhance accountability.
The Chief Minister said the implementation of such a digital system will almost eliminate the need for paper-based Cabinet files. It will reduce the time taken to process Cabinet proposals, increase transparency and accountability in government functioning, keep confidential documents more secure, facilitate faster implementation and monitoring of Cabinet decisions, and reduce expenditure on printing and maintaining documents. During the meeting, experts also briefed the Chief Minister on the experience and functioning of e-Cabinet systems implemented in various states across the country.
They said such digital systems are being used successfully in several states and have produced positive results in improving the speed, efficiency and transparency of governance and administration. The Delhi Government is also continuously working towards developing a modern, secure and citizen-oriented administrative system in the capital by studying the best available technological solutions. Chief Minister Rekha Gupta said the Delhi Government’s objective is not merely to digitise processes, but to make governance faster, more transparent, secure and accountable. “Our priority is to ensure that better administrative decisions enabled by technology directly benefit the people of Delhi,” she said.
