DPRK Korea: Continued Militarisation A ‘Serious Concern’, Political Affairs Chief Warns Security Council.
New York; May 2026: Rosemary DiCarlo, Under-Secretary-General for Political and Peacebuilding Affairs, has briefed the Security Council meeting on non-proliferation and the Democratic People’s Republic of Korea yesterday (30th April 2026). The continued pursuit of nuclear weapons and ballistic missile development by The Democratic People’s Republic of Korea remain “a matter of serious concern”, the UN’s political affairs chief has reiterated.

It comes after the DPRK, more commonly known as North Korea, has launched a new five-year military development plan this year, which is in violation of multiple Security Council resolutions, noted Under Secretary-General Rosemary DiCarlo. North Korea’s strategy to keep developing “new secret arsenals” and assets is also a challenge to global nuclear disarmament efforts, including the Treaty on the Non-Proliferation of Nuclear Weapons, she told ambassadors.
Security Council resolution 1718 (2006) provided a framework for targeted sanctions on North Korea including an arms embargo. However, support for sanctions from the international community remains in doubt after permanent member Russia vetoed a Security Council resolution that sought to renew the role of a UN independent panel to monitor sanctions. in 2024, triggering a General Assembly debate on the move.
DiCarlo, urged North Korea “to fully comply with its international obligations”, and reemphasise the Secretary-General’s calls on the international community to “abide by the relevant Security Council sanctions in their relations with the DPRK”. She has apprised the Council that in light of the five-year plan endorsed in February DPRK President Kim Jong Un had reaffirmed the country’s commitment to “further advancing its nuclear and ballistic missile capabilities”. At the same time throughout 2025 and into early 2026, the DPRK has continued to conduct ballistic missile launches, including short-range projectiles, multiple launch rocket systems, long-range strategic cruise missiles and anti-ship missiles.
Earlier this month, the Director-General of the International Atomic Energy Agency (IAEA), Rafael Grossi, warned of a “very serious increase” in the DPRK’s fissile material production capacity at the Yongbyon nuclear site. “At this critical juncture, it is essential to underscore the urgent need to reduce nuclear risk, prevent any use of nuclear weapons and bring about their total elimination”, DiCarlo said.
There are growing concerns that sanctions are being violated by some member states of the international community, according to new evidence presented at the council meeting by James Byrne, CEO of the Open Source Centre.
This includes high-resolution satellite imagery which reportedly shows that vessels continue to load prohibited cargo in North Korea, establishing a “clear pattern of activity” that violates resolutions 2371(2017) and 2397(2017). “This is not a series of isolated incidents. It is an ongoing pattern of UN sanctions violations”, James Byrne said.
The broader security landscape on the Korean Peninsula remains tense amid heightened military activities that are being compounded by “limited avenues for inter-Korean and regional dialogue and growing concerns over the potential for miscalculation”, Political and Peacebuilding Affairs chief DiCarlo said.
“The only way to durably reduce tensions and alleviate these concerns is to achieve sustainable peace and the complete and verifiable denuclearisation of the Korean Peninsula”, she added. “Dialogue and diplomacy are indispensable to achieving this objective”.
Ambassador Jihoon Cha of the Republic of Korea has called North Korea’s missile launches, tests ‘overt threat’. Moreover, the envoy has stated that the sharp decline in Council meetings under non-proliferation agenda “does not reflect any progress in the denuclearisation of the Korean Peninsula”. On the contrary, Pyongyang has “persistently developed its nuclear and missile programmes and now asserts itself as a nuclear-weapon State, a status that the international community cannot and will not accept”.
Voicing alarm over the Democratic People’s Republic of Korea’s 06 missile launches this year, which pose an overt threat to the Korean Peninsula, he also took issue with the “unabated” unlawful military cooperation between the country and the Russian Federation. “We remain committed to respecting the DPRK’s system, pursuing neither hostility nor unification by absorption”, he said.
“In this spirit, the Republic of Korea has taken proactive steps to reduce tensions and build trust with the DPRK”, he said, citing the dismantling broadcasting systems along the Military Demarcation Line.
At the same time, he highlighted the step-by-step process towards denuclearisation, beginning with dialogue and negotiation.
In a most beleaguering reply – Ambassador Song Kim of the Democratic People’s Republic of Korea (DPRK), has deplored the convening of “a meaningless meeting” when the UN is burdened with other pressing issues, at the behest of a hegemonic State. “I condemn in the strongest terms the UN Security Council for convening another unreasonable meeting aimed at justifying its illegal sanctions and pressure against the DPRK”, he said.
Characterising the Panel of Experts as “a politically motivated conspiracy group serving the United States’ hostile policy” towards his country, he also called the Council’s sanctions “illegal documents” which run counter to his country’s right to self-defence under the UN Charter. The US policy of “extended deterrence” in the Korean Peninsula, as well as its military drills with the Republic of Korea, are “ill-boding moves”, he said.
“The world is now returning to an era of jungle law”, he stressed. While the United States engages in armed invasions and terrorist acts against States, the UN does not take action to address such practices, and instead questions the legitimate exercise of States such as his, he said, calling for impartiality and objectivity.
