New Delhi, May 2026 : Delhi Chief Minister Smt. Rekha Gupta on Wednesday flagged off 13 Mobile Heat Relief Units from the Delhi Secretariat to provide immediate assistance to people during the ongoing heatwave and extreme summer conditions. On the occasion, she also released the booklet for the government’s ‘Heat Action Plan 2026’, outlining a detailed strategy to tackle rising temperatures and protect residents across the capital. The Chief Minister said the Delhi Government is taking comprehensive, people-centric measures to deal with the growing threat of heatwaves and ensure citizens receive timely relief and protection.

Cabinet Ministers Sardar Manjinder Singh Sirsa and Shri Ravinder Indraj Singh, along with other dignitaries, were also present at the event. Addressing the gathering, CM Rekha Gupta said the government’s aim is not merely to announce schemes, but to ensure relief reaches people directly on the ground. Keeping the severe summer conditions in mind, the government has deployed one dedicated Mobile Heat Relief Unit in each of Delhi’s 13 districts. These units will travel across different parts of the city to provide immediate support to residents. She said the campaign, ‘Garmi Se Jung, Delhi Sarkar Ke Sang’, reflects the government’s commitment towards the health and safety of Delhiites.
The Chief Minister said this year’s Heat Action Plan has been implemented with extensive preparation and coordination, keeping every section of society in mind. Special focus has been placed on protecting vulnerable groups such as daily wage labourers, construction workers, street vendors, homeless people, senior citizens, women and children. The government has also issued special guidelines for outdoor and construction workers. Public and private institutions have been advised to halt outdoor labour activities between 1 pm and 4 pm and ensure adequate rest breaks during peak heat hours. “Protecting the health of workers remains our top priority,” she said.
To safeguard children from heat and dehydration, the government has introduced a ‘Water Bell System’ in schools to encourage students to drink water at regular intervals. Outdoor activities and school assemblies during peak afternoon hours have also been suspended. The Chief Minister further said that hospitals and health centres across the city have made special arrangements for patients suffering from heatstroke and dehydration. More than 339 health centres in the capital have been stocked with additional ORS packets, ice packs and essential medicines, while special ‘cool rooms’ have also been set up. She added that the installation of water coolers and drinking water dispensers in government buildings has been accelerated.
According to the Chief Minister, the Heat Action Plan goes beyond immediate relief measures and also focuses on long-term initiatives such as awareness campaigns, increasing green cover, water conservation, urban temperature control and the development of climate-resilient infrastructure. The government is also running awareness drives through various platforms to educate people on heatwave safety measures. Appealing to residents to remain cautious during the summer, CM urged people to stay hydrated, avoid unnecessary exposure to direct sunlight and seek assistance from the Mobile Heat Relief Units through the 112 helpline whenever required. She said the Delhi Government stands firmly with citizens in every situation and will ensure that no one is left without relief or support during the intense summer season.
What the Mobile Heat Relief Units Will Provide
The Mobile Heat Relief Units will supply chilled and clean drinking water, ORS packets, first-aid support, Gamchas and caps to people in need. Each unit is equipped with a cold water tank with a capacity of 400 to 500 litres, first-aid kits, ORS distribution facilities and other essential relief materials. The units will operate daily from 11 am to 6 pm in high-footfall and heat-prone areas such as labour chowks, bus stands, markets, slum clusters and other vulnerable locations across the city.
Additionally, 10 Civil Defence volunteers have been deployed in every district to support the operation of these units over the next three months. Each district is expected to distribute around 1,000 ORS packets, 300 cotton towels and 200 caps every day. Keeping environmental concerns in mind, the government has also ensured the use of eco-friendly disposable glasses and proper waste collection arrangements.
