CM’s Charitable Trust to Open as CSR Implementation Channel; Key Decisions Taken at Annual Board Meeting

Aizawl, May 2026 : The Board of Trustees of the Chief Minister’s Charitable Trust, chaired by Mizoram Chief Minister Lalduhoma, held its annual meeting on Wednesday at the Chief Minister’s Office in Aizawl and approved several key decisions aimed at expanding the Trust’s role in development and social welfare initiatives.

During the meeting, the Board agreed to open the Chief Minister’s Charitable Trust for use by government departments, societies, NGOs, and individuals as an implementing channel to receive Corporate Social Responsibility (CSR) support. This move is expected to streamline CSR-funded projects and improve coordination between implementing agencies and funding bodies.

The Trust also reviewed its financial performance for the previous year and completed key administrative appointments. The Board appointed Smt. R. Lalrodingi as the Chief Executive Officer of the Trust. Shri Raymond Lalmuanate was appointed as Secretary, while the appointment of the Trust Auditor and a Pro Bono Advisor for the financial year 2025–26 was also confirmed during the meeting.

A significant decision taken during the session was the emphasis on securing registration under the Foreign Contribution (Regulation) Act (FCRA). The Board noted that FCRA approval would enable the Trust to legally receive foreign donations, thereby expanding its funding base and allowing greater participation in international development assistance programmes. The Board resolved to pursue the registration process on a priority basis.

The meeting also decided to strengthen coordination with the Mizoram Corporate Social Responsibility (CSR) Cell. Officials stated that closer collaboration would help avoid duplication of efforts, improve transparency, and ensure better utilisation of CSR funds across different sectors in the state.

Another major resolution was to allow government departments under the Mizoram administration that require implementing agencies for CSR projects to route such work through the Chief Minister’s Charitable Trust. In addition, registered societies, NGOs, and individuals receiving CSR funding and in need of implementation support will also be able to engage the Trust for project execution.

Officials said this decision is expected to make CSR implementation more structured and efficient, particularly in sectors such as healthcare, education, rural development, and social welfare, where multiple stakeholders often work independently.

The Board highlighted that the Trust’s expanded role would help bridge gaps between funding availability and ground-level implementation, ensuring that CSR resources are effectively utilised for public benefit.

The annual meeting concluded with a commitment to enhance transparency, strengthen administrative capacity, and position the Chief Minister’s Charitable Trust as a central platform for CSR-driven development initiatives in Mizoram.
