Tamil Nadu Makes Biometric, Face ID Attendance Mandatory for Secretariat Staff
Chennai, May 2026 : In a significant administrative reform aimed at enhancing workplace discipline, transparency and efficiency, the Tamil Nadu government has made biometric and Face ID-based attendance compulsory for officers and employees of the Human Resources Management Department at the State Secretariat from June 1. The initiative marks the first formal introduction of a digital attendance system within a Secretariat department and is expected to serve as a model for similar reforms across other government departments in the coming months.
According to official sources, the Human Resources Management Department has issued a circular directing all officers and staff members to register their attendance through either biometric authentication or Face ID verification starting Monday. The move is part of the state government’s broader efforts to modernise administrative practices and ensure greater accountability among government employees.
The department has instructed employees to report to work before 10 a.m. and ensure that their attendance is recorded through the new digital system. At the same time, manual attendance registers will continue to be maintained until further orders, creating a dual-record mechanism during the transition period.
The circular clearly stated that the biometric and Face ID attendance system would come into force from June 1 and that all officers and staff must comply with the new procedure in addition to signing the traditional attendance register. Authorities believe the technology-driven mechanism will help improve punctuality, eliminate discrepancies in attendance records and provide real-time monitoring of employee presence.
Alongside the new attendance rules, the department has also made it mandatory for all employees to wear their official identity cards while on duty within the Secretariat premises. Officials said the measure is intended to strengthen workplace security and ensure easy identification of personnel.
Sources revealed that the attendance system had initially been introduced on a pilot basis to assess its feasibility and operational effectiveness. During the trial period, some employees expressed concerns and objections regarding the implementation of biometric and Face ID verification, leading to a temporary suspension of the initiative. However, after reviewing the issues raised and successfully addressing operational challenges, the department has now decided to proceed with full-scale implementation.
The latest decision comes at a time when the state government is placing increased emphasis on workplace discipline across various departments. In recent months, departments such as Food and Cooperation have issued strict instructions regarding office timings. Employees in these departments have been directed to report for duty by 9.50 a.m., while office assistants are required to be present by 9.30 a.m.
Although biometric and Face ID attendance systems have not yet been made mandatory in those departments, officials indicated that similar digital attendance mechanisms may be introduced in the future as part of ongoing governance reforms.
Government sources said the Human Resources Management Department has been chosen as the pilot department because of its central role in personnel administration and policy implementation. The performance and effectiveness of the system will be closely monitored before extending it to other Secretariat departments in a phased manner.
Officials believe the adoption of digital attendance technology will help streamline workforce management, improve monitoring capabilities and promote a culture of punctuality and accountability within government offices. If successful, the initiative could pave the way for a comprehensive digital transformation of attendance management across the Tamil Nadu Secretariat, reinforcing the state’s efforts to modernise public administration and improve service delivery.
