Aggregator Taxi Services to Get a Regulatory Framework: Chief Minister Devendra Fadnavis

Aggregator Cooperative Taxi Service to Bring Economic Stability to Taxi Drivers

Mumbai, June 2026: Chief Minister Devendra Fadnavis has directed the Transport Department to urgently formulate a regulatory framework for app-based aggregator cooperative taxi services in Maharashtra and grant permission for their operation. He expressed confidence that aggregator cooperative taxi services would help bring economic stability and social security to the lives of millions of drivers.

A meeting regarding the launch of services by Sahakar Taxi Co-operative Limited (Bharat Taxi) was held at Mantralaya under the chairmanship of the Chief Minister. The meeting was attended by Transport Minister Pratap Sarnaik, Minister of State Madhuri Misal, MLAs Ravindra Chavan, Prasad Lad, Pravin Darekar, Prashant Thakur, Mahesh Baldi, and Randhir Savarkar, Transport Commissioner Rajesh Narvekar, Colonel Himanshu of Bharat Taxi, Jeet Adani, Executive Director of Adani Airport, Chief Officer B.V.C.K. Sharma, STCL Director Archana Singh, transport association representative Rupesh Dhumal, and officials from various departments.

Chief Minister Fadnavis said that aggregator taxi services would transform the lives of drivers while providing quality services to citizens. He added that such services would also improve accessibility to smaller cities and towns.

Transport Minister Pratap Sarnaik stated that app-based aggregator taxi services in the state are currently operated by private companies. Drivers working under these platforms often face issues such as the lack of social security, while passengers also encounter various challenges and inconveniences. Against this backdrop, the objective is to transform drivers from workers into owners and empower them economically through the cooperative model. He also informed that the Maharashtra State Road Transport Corporation (MSRTC) is developing an app named “Chhava.”

MLA Pravin Darekar briefed the meeting about a proposed service to be launched through the Devdatt Cooperative Transport and Tourism Society.

Through a presentation, Colonel Himanshu of Sahakar Bharat Taxi Co-operative Limited explained the Bharat Taxi initiative. He said that the service would be launched first in Mumbai, followed by expansion to Pune and Nagpur.

The ambitious concept of Sahakar Taxi Co-operative Limited (Bharat Taxi) has been developed under the guidance of Union Home and Cooperation Minister Amit Shah, with the objective of economically, socially, and professionally empowering nearly 20 million commercial drivers across the country.

The initiative aims to provide drivers not only with employment opportunities but also ownership rights, social security, and fair income prospects.

Under the Bharat Taxi platform, drivers will receive family, health, and accident insurance coverage. They will also have access to loans at relatively low interest rates (around 9.5 percent) under the Pradhan Mantri Mudra Loan Scheme. In addition, drivers and their family members will be eligible for benefits under the Pradhan Mantri Jan Arogya Yojana (PM-JAY), also known as the Ayushman Bharat Scheme.
