Ownership Rights Records Execution and Registration Scheme to Secure Citizens’ Land Rights: Chief Minister Dr. Yadav

Bhopal, June 2026 : Chief Minister Dr. Mohan Yadav has said that Madhya Pradesh will become the first state in the country to secure the land parcel rights of rural citizens and pave the way for their economic empowerment. Giving concrete shape to this public welfare commitment, the Cabinet has taken a historic decision by approving the Ownership Rights Records Execution and Registration Scheme–2026.

Under the scheme, stamp duty and registration fees on the registration of ownership rights records issued to rural residents have been completely waived. The State Government will bear the entire expenditure of approximately ₹3,800 crore associated with granting ownership rights to citizens, and beneficiaries will not be required to pay any fee or charge at the time of registration.

Easier Access to Loans for Landholders Under the SVAMITVA Scheme

Chief Minister Dr. Yadav stated that landholders receiving ownership rights records under the SVAMITVA Scheme will now be able to access loans from banks and financial institutions with much greater ease. Citizens will find it easier to obtain credit for house construction, starting new businesses, agricultural activities and other productive purposes. Accordingly, ownership rights records prepared under the SVAMITVA Scheme will serve as the basis for the execution and registration of a Deed of Conveyance. This will provide legal recognition to property ownership and facilitate access to institutional finance.

Special Campaign to Grant Ownership Rights

Chief Minister Dr. Yadav said that a special campaign will be launched to ensure that ownership rights are granted to citizens within a stipulated timeframe. The scheme has been designed with a strong focus on citizen convenience and economic empowerment. These registered ownership records will facilitate accurate valuation of land parcels by financial institutions, enabling easier access to loans for rural citizens. As a result, rural citizens will gain access to quick financial assistance against their own property. Advanced drone-based digital mapping will also help curb property-related disputes by providing precise and legally verifiable ownership records.

68.11 Lakh Ownership Rights Records Created Under the SVAMITVA Scheme

Chief Minister Dr. Yadav informed that a total of 68.11 lakh ownership rights records have been prepared under the SVAMITVA Scheme so far. Of these, 48.32 lakh records pertain to private property owners, while 19.79 lakh relate to government properties. Drone surveys have been completed in 41,586 villages across all 55 districts of the State. The scheme has achieved 100 per cent implementation in 40,645 villages, representing nearly 98 per cent completion overall. This achievement has placed the State among the top ten performers implementing the SVAMITVA Scheme. Owing to this strong legal framework, 1,905 beneficiaries have already received loans worth approximately ₹175.75 crore from 19 financial institutions. The newly approved Execution and Registration Scheme will accelerate the completion of the remaining work through a special campaign, ensuring that every eligible rural citizen receives a legally valid and authenticated ownership document.

High-Level Committee to Ensure Effective and Transparent Implementation

The Cabinet has also approved the constitution of a high-level committee under the chairmanship of the Commissioner, Land Resource Management, to ensure effective and transparent implementation of the scheme, issue detailed guidelines, determine procedures and periodically review progress. The committee will include the Inspector General of Registration and Superintendent of Stamps, the Commissioner of Treasury and Accounts, the Commissioner/Director of the Panchayat and Rural Development Department, and the Managing Director of MPSEDC as members representing the Commercial Tax, Panchayat and Rural Development, Finance and Science and Technology Departments. The committee will also have the authority to co-opt subject experts as required. In addition, a separate provision of ₹10 crore has been approved at the State level for publicity, printing expenses and public awareness activities related to the scheme. The Revenue Department has been authorised to issue detailed circulars and necessary clarifications from time to time to ensure effective implementation. The initiative is expected to secure the property rights of rural citizens, strengthen their economic position, and provide a significant boost to inclusive rural development across Madhya Pradesh.
