Cashless Land Registration System to be Introduced Across Odisha ; Revenue Minister Reviews Implementation

– All Registration Offices to Become Transparent and Corruption-Free

– Land Registration Process to be Fully Paperless and Cashless

Bhubaneswar, July 2026 : In a major step towards enhancing transparency, efficiency and accountability in land registration services, the Government of Odisha has decided to introduce a completely paperless and cashless registration system across all registration offices in the State. A high-level review meeting in this regard was chaired by the Hon’ble Minister, Revenue & Disaster Management, Shri Suresh Pujari, at Lok Seva Bhawan today.

Reviewing the proposed reforms, the Hon’ble Minister emphasised that the new system would ensure a transparent, citizen-friendly and corruption-free registration process by minimising physical interface and eliminating cash transactions.It was decided during the meeting that once the buyer and seller mutually agree to a land transaction, they will no longer be required to visit the registration office for submission of applications. The entire application process will be completed online in advance and the parties will only need to appear before the registering authority at the time of execution of the deed for identity verification and other statutory formalities.

The meeting also resolved to discontinue the existing provision allowing cash payments of up to ₹15,000 towards registration-related charges. All payments required for registration shall henceforth be made exclusively through online digital payment modes, ensuring complete financial transparency.

A detailed review was also undertaken on the proposed paperless registration process. Applicants will be required to upload all mandatory documents online, including identity details of the buyer and seller, plot particulars, Encumbrance Certificate (EC) and other prescribed records. The proposed system is expected to significantly reduce paperwork, improve service delivery and minimise procedural delays.

To further strengthen transparency and impartiality, the meeting discussed a mechanism under which verification and scrutiny of registration documents may be carried out digitally by any registration office in the State instead of being confined to the office where the document is proposed to be registered.

The meeting further decided that only duly registered deed writers or advocates will be authorised to prepare and submit registration documents. Their details will be required to be furnished during the online application process. Likewise, advocates, stamp vendors and deed writers participating in the registration process must be registered with the Department.

The Hon’ble Minister directed the Department to finalise and notify a comprehensive Standard Operating Procedure (SOP) at the earliest for smooth implementation of the reformed registration system.

The meeting was attended by Dr. Arvind Padhee, Additional Chief Secretary, Revenue & Disaster Management Department; Ms. P. Anvesha Reddy, Inspector General of Registration and senior officers of the Revenue Department, NIC and OCAC.
